Sparks Group has partnered with a renowned local government authority seeking an experienced Contracting Officer to provide temporary procurement and contracting support within a large public-sector organization. This individual will support Sr. Contracting Officers and internal departments with small purchases, informal solicitations, contract administration, vendor communications, purchase orders, and other procurement activities. The ideal candidate will have 3–5+ years of relevant contracts administration experience, a strong understanding of contract language and procurement processes, and the ability to effectively manage multiple priorities in a fast-paced environment. Key Responsibilities
- Support departments with small purchase requirements, including soliciting and evaluating vendor quotes and assisting with procurement activities.
- Draft, issue, administer, and support the award of informal solicitations, RFQs, and other procurement documents.
- Assist with contract negotiations involving pricing, terms and conditions, deliverables, and vendor performance expectations.
- Organize and maintain contract files, monitor contract expiration dates, and coordinate contract renewals and extensions.
- Review agreements and contract documentation for completeness, accuracy, and adherence to applicable procurement requirements.
- Serve as a liaison between internal departments, program managers, vendors, and other stakeholders throughout the procurement and contracting process.
- Process purchase orders and assist with related procurement documentation and approvals.
- Provide procurement research, guidance, and support to department heads, division/program/project managers, vendors, and other government procurement offices.
- Assist with responses to FOIA requests and other requests for procurement-related documentation.
- Track and prioritize multiple contracts and procurement efforts while identifying potential risks, competing deadlines, and time-sensitive requirements.
Qualifications
- 3–5+ years of experience in contracts administration, procurement, purchasing, or a related field.
- Experience drafting, issuing, and administering solicitations, contracts, RFQs, quotes, and other procurement documentation.
- Strong understanding of contract terms and conditions, contract administration, renewals, expirations, and vendor communications.
- Government, public-sector, or municipal procurement experience is highly preferred.
- Experience supporting small purchases and informal procurement processes is strongly preferred.
- Experience processing purchase orders and working with an Enterprise Resource Planning (ERP) system is strongly preferred.
- Excellent written and verbal communication skills, with the ability to interact effectively with internal stakeholders and external vendors.
- Strong attention to detail, organization, research, analytical, and computer skills.
- Ability to manage competing priorities, work independently, and quickly adapt to changing business needs.
- Bachelor's degree in Procurement, Business Administration, or a related field preferred. Four years of additional relevant experience in contracting professional and/or non-professional services, or an equivalent combination of education and experience, may be considered in lieu of a degree.

This job is Hybrid Remote.
Pay Range: Hourly $35.00 to $42.00
