Job Type: Full-Time, Direct Hire

Schedule: Standard Business Hours + 24/7 On-Call Rotation

Compensation: $88,000 – $102,000 / year

Position Summary

Randstad is seeking a Program Director to join CUCS leading operations at the Betances Residence (445 E. 142nd St, Bronx). Serving 152 low-income and formerly homeless older adults (55+)—many with mental illness, HIV/AIDS, or substance use histories—this role provides operational and clinical leadership. The Program Director oversees staff, manages contract compliance, ensures fiscal sustainability, and drives person-centered care grounded in Housing First and Trauma-Informed practices.

Key Responsibilities

• Program Leadership: Direct 152-unit supportive housing operations, ensuring service delivery aligns with Housing First, Harm Reduction, and Trauma-Informed Care.

• Staff Management: Recruit, supervise, and develop a multidisciplinary team; provide clinical coaching, conduct performance reviews, and manage unionized staff (CBA).

• Fiscal & Contract Compliance: Manage program budgets, monitor spending/overtime, ensure allowable grant expenditures, and meet funder contract metrics.

• Crisis Response & On-Call: Lead emergency responses, conduct post-incident debriefings, and participate in a 24/7 emergency on-call rotation.

• Site Operations & Stakeholders: Partner with property management on facility safety and audit readiness; collaborate with government agencies and healthcare providers.

• Quality Assurance: Utilize EHR system data to track housing stability outcomes and drive quality improvement.

Qualifications & Requirements

• Education: Master’s degree in Social Work, Psychology, Public Administration, or related human services field required.

• Experience: 5+ years of progressive supervisory experience in supportive housing or behavioral health, including work with homeless or aging populations.

• Licensure: Active NY licensure (LCSW, LMSW, LMHC) preferred.

• Core Competencies: Union relations (CBA), contract management, crisis de-escalation, budget administration, and trauma-informed leadership.

Responsibilities

• Program Leadership & Clinical Oversight: Direct overall operations for the 152-unit supportive housing program, ensuring service delivery aligns with Housing First, Harm Reduction, and Trauma-Informed Care models.

• Staff Management & Supervision: Recruit, supervise, and develop a multidisciplinary team; provide regular clinical coaching, conduct performance evaluations, and manage staff within a unionized environment (CBA).

• Fiscal & Contract Compliance: Manage the program budget, monitor spending and overtime, ensure allowable grant expenditures, and maintain compliance with all city, state, and funder contractual metrics.

• Crisis Management & On-Call Coverage: Lead responses to psychiatric, medical, and housing emergencies, conduct post-incident debriefings, and participate in a 24/7 emergency on-call rotation.

• Site Operations & Safety: Partner with property management, security, and vendors to maintain facility safety, environmental health, and readiness for regulatory audits (FDNY, DOB, funder reviews).

• Intake & Stakeholder Coordination: Oversee client intake workflows, manage referrals from outreach teams, and maintain collaborative partnerships with government agencies, healthcare providers, and community organizations.

• Quality Assurance & EHR Reporting: Utilize Electronic Health Record (EHR) systems and data dashboards to monitor outcomes, track housing stability metrics, and drive continuous quality improvement.
