Purpose and Impact:
The Child Health and Safety Supervisor coordinates and oversees the delivery of comprehensive health, dental, nutrition, and safety services for children and families. Ensures compliance with all applicable program standards, licensing requirements, and organizational policies. Supervises health staff and monitors service delivery, including screenings, follow-ups, and documentation, to ensure accuracy and timeliness. Collaborate with internal teams, families, healthcare providers, and community partners to support positive health outcomes. Contributes to staff training, program planning, quality assurance, while fulfilling all compliance-related responsibilities.
Essential Leadership Functions:
- Ensure that all enrolled children are up to date on a schedule of age-appropriate preventive and primary health care within four weeks of child's entry and as services become due. Works collaboratively with parents to arrange any needed medical, dental, or nutritional examinations and immunizations, keeping in mind parents’ work schedules.
- In collaboration with parents and other staff, develops a written follow-up plan and arranges re-screening, further diagnostic testing, examination and treatment for each child found to have medical, dental or nutritional problems. Assist parents, as needed, with identifying resources to obtain prescribed medications, aids, or equipment for medical and dental conditions.
- Ensure that staff obtain informed signed parental consent and release of information for all health, dental and nutritional services provided to children by the program or its contracted service providers; encourages parental presence and participation at these health services; and informs parents in writing of the results of all services.
- Monitors the ongoing health status and needs of enrolled children by ensuring the completion of daily health checks, the administering of medications per the agency's policy and doctors' orders, the implementation of other procedures as needed.
- Supervises all Health staff and the implementation and evaluation of their work. Prepares performance appraisals in a timely manner. Take corrective action as needed. Established Professional Development plans with staff members.
- Coordinates the observation of the Infant/Toddler rooms by medical personnel as required by County Child Care Licensing Standards; ensures observations, instructions and recommendations are recorded and carried out.
- Organizes and facilitates the activities of the agency's Health Services Advisory Committee (HSAC); ensures that the Committee membership is composed of all required professions and parent representation and that it meets at least twice a year.
- Maintains detailed, accurate, up-to-date and confidential records including child health files, health services tracking system and documentation of all activities; develops and submits timely reports of component service provision and activities for director, grantee, PC, Board and others as required. Maintains strict child, family and staff confidentiality always.
- Ensures children are familiarized with all health services they will receive prior to delivery by assisting teachers with child centered activities in the classroom and instructing parents on how to prepare their children for services; provides and/or arranges for transportation for children to health service appointments and for translation services, as necessary.
- Provides parents with records of all services provided to their children before they leave the program; discusses with parents the importance of these records and how to maintain them. Also, transfers children's records as requested and approved by parents in writing.
- Facilitates the transition of children with incomplete medical/dental treatment or with ongoing medical needs to services at their next destination, per the delegate's transition plan and with full participation of parents.
- Participates in and contributes to all case management, parent education planning, supervisory, and management team and staff meetings. Also, attends interagency meetings, Parent Committee and Policy Council meetings and other meetings, as assigned.
- Attends and participates in grantee-sponsored trainings, center pre-service and in-service trainings, and other continuing education, career and professional development opportunities; reads and reviews regulations and other resources to keep abreast of current issues and trends related to the responsibilities of the job.
- Provides leadership, direction, coaching, and supervision to Health Coordinators in planning, implementing, and evaluating health services, family health goals, and coordinated support for children and families.
- Oversees Health Coordinators in ensuring compliance with medical, dental, screening, nutrition, and follow-up treatment requirements; completion of child health screenings and assessments; and timely, accurate referral, follow-up, and recruitment/enrollment activities for children with health, nutrition, and disability concerns.
- Directs and supports Health Coordinators in coordinating and monitoring health plans and individualized treatment plans, including consultation with parents and coordination among families, staff, medical providers, and other relevant professionals to ensure children’s needs are addressed appropriately.
- Collaborate with the contracted nurse, the Child Safety, Health & Disabilities Manager, and community agencies to strengthen staff practices, support children with medical concerns, maintain effective service partnerships, and connect families with appropriate community-based resources and services.
- Guides Health Coordinators in promoting parent engagement through participation in parent-teacher conferences, health and safety education, family literacy activities, and other efforts that support family wellness and informed decision-making.
- Supports Health Coordinators in interpreting and implementing federal performance standards, maintaining current knowledge of community resources, updating service information annually, and contributing to the development and revision of health-, safety-, and nutrition-related program handbooks and resource guides.
- Ensure Health Coordinators maintain appropriate communication with teaching staff and other personnel while protecting family confidentiality, address the health and safety needs of children enrolled in the home-based option, and enter accurate, timely, and complete documentation in ChildPlus, including health notes, referrals, follow-up activities, partnerships, and required reports.
- Participate in the annual program self-evaluation and grantee monitoring and comply with the program improvement plans developed. May contribute to the development of the Delegate Agency Annual Plan, programming proposals and Community Assessment, as requested if Delegates are present in the grant structure.
- Maintains strict confidentiality and ensures Health Coordinators always understand and follow confidentiality requirements, including recognizing situations in which confidentiality must be preserved.
- Performs other duties as assigned, including providing ongoing leadership, accountability, and support to Health Coordinators in carrying out their responsibilities.

Physical Requirements:
- Mobility: Ability to sit, stand, and walk for extended periods of time.

- Visual Acuity: Vision abilities required include close vision, distance vision, and ability to adjust focus.
- Lifting: Must be able to occasionally lift and/or move up to 45 pounds (e.g., boxes of supplies, event materials).
- Communication: Must be able to effectively hear and communicate clearly in person and over the phone.
- Travel: Ability to travel locally for site visits, community meetings, and events. Occasional out-of-town travel may be required.
- Environment: Ability to work in office settings, Head Start classrooms, and various community locations, which may involve walking on uneven surfaces or exposure to varying weather conditions.

Education:
B.S. in Public Health, Public Health Administration, Health Administration, Health or Human Services, Nutrition and Public Health Services or a related field.
Experience:
At least three years of experience working in a social services environment that serves culturally diverse low-income children and families, including at least one year of experience in a supervisory role. Experience working with comprehensive record keeping systems. Start/Early Head Start experience preferred.
Bilingual preferred:
English/Spanish or English and other languages present in the local area.
Also required:
Successful completion of a Level II background screening, local criminal record check and drug screening prior to hiring.

- Considerable knowledge of the principles and practices of social work and human behavior.
- Knowledge of human development and health.
- Knowledge of social services and health services that are available in the area.
- Knowledge of computer data entry processes.
- Knowledge of family-centered practices.

- Intermediate computer skills in Microsoft Office (Word, Excel, Access, PowerPoint, etc)
