What You'll Do:
  • Oversee project-specific on-site activities for mapping, staking, and construction inspection of outside plant facilities — with a focus on quality, effectiveness, and efficiency.
  • Provide technical oversight to on-site staff, monitor work for conformance with company standards and design, and review staff time reports for accuracy.
  • Orient and train new and existing employees.
  • Edit and update construction prints and prepare “as-built” records to reflect field changes.
  • Serve as the primary liaison between PEC and the client, communicating regularly to ensure expectations and delivery timelines are met.
  • Collaborate with the Project Manager on work scheduling and project coordination.
  • Secure right-of-way and complete permit applications as needed.
  • Negotiate with construction contract personnel and keep the Project Manager, clients, and staff informed of changes or issues.
  • Investigate and resolve customer complaints, monitor safety practices on-site, and ensure company equipment and property are properly maintained.
  • Backfill for OSP technicians when required.
What You Bring to the Table:
  • High school diploma or equivalent required; college degree preferred.
  • Minimum of 5 years of solid OSP telecommunications experience, including project staking, inspecting, and application of RUS construction practices and procedures.
  • Minimum of 3 years of supervisory experience.
  • Ability to perform all duties of an OSP Technician.
  • Experience with mapping, boundary, topographic, and as-built surveys, plus construction and ROW staking using digital applications.
  • Knowledge of telecom construction practices and techniques related to utility work.
  • Proficiency operating GPS equipment and strong computer skills (Microsoft Outlook, Word, Excel).
  • Strong communication skills and the ability to build effective relationships with supervisors, clients, the public, and staff.
  • Sharp attention to detail, the ability to work independently, and a knack for analyzing needs and recommending solutions.
  • Travel required: weekly travel to job sites as needed.
  • Must have a valid driver's license and be able to pass a substance abuse screening test.
Work Schedule:
  • Standard schedule: Monday–Friday, with 8- or 10-hour shifts and occasional variations based on project needs.

Physical Requirements:
  • Ability to walk and stand for long periods on even and uneven ground, drive for extended and sporadic periods throughout an 8- or 10-hour workday, work outdoors in varying temperatures and weather, stoop and bend frequently, and manage occasional light-to-medium lifting.
