About NJ4S Hubs

The NJ Statewide Student Support Services (NJ4S) network includes 15 regional hubs to support statewide delivery of prevention services in schools, as well as other locations in the community including but not limited to: libraries, community centers, faith-based organizations, and family success centers. Hubs receive requests for an array of prevention and early intervention services from the school districts assigned to the Hub. Services are divided into three Tier categories.

• Tier 1 includes a universal prevention program that benefits all students. 

• Tier 2 includes evidence-based prevention interventions typically delivered through small groups. 

• Tier 3 includes assessment and brief individual clinical interventions to youth in distress.

Tiered services are primarily focused on substance use prevention, sexual health and pregnancy prevention, suicide prevention, anti-bullying, and violence prevention, and/or other prevention-focused areas of need determined by a Hub Advisory Group comprised of youth and community members where the NJ4S Hub is located. Hubs deploy staff to schools and, with guidance from their Hub Advisory Group to other youth-friendly spaces in the community (spokes). Hub Advisory Groups, comprised of youth and community members where the NJ4S Hub is located, determine needs for tiered services.

The Hub Director provides overall leadership and accountability for the NJ4S Hub. The Director is responsible for initiating, building, and sustaining strategic relationships with school districts, administrators, and community partners to ensure access to NJ4S services and foster collaborative partnerships that support student well-being. The Director is responsible for establishing strategy, leading community-based needs assessment efforts, ensuring alignment with NJ4S expectations, and making final decisions regarding the selection and refinement of evidence-based programs. The Director ensures that programs complement existing community services, use data responsibly, and are delivered with fidelity and sustainability. The Director oversees the Advisory Group recruitment strategy and co-facilitates Advisory Group meetings to support inclusive, data-informed decision-making.1

POSITION RESPONSIBILITIES: The HUB Director manages NJ4S program services. This responsibility includes but is not limited to:

Responsible forthe planning, organizing, implementing, and directing the overall operation of the NJ4S Hub.Develops and implements operational procedures and provides fiscal oversight of the Hub.The individualdevelops regular forums for communication with local partners and stakeholders, as well as programming that is responsive to community needs.Serves as a primary public-facing representative of the NJ4S program, confidently communicating the program’s mission, services, outcomes, and value to schools, community organizations, funders, government partners, families, and other stakeholders.Communicatesconfidently and effectively with individuals at all organizational levels, from frontline staff to executive leadership and external stakeholders.Collaborates with various stakeholders to develop ideas and implement strategies that address community challenges.  Leads the development ofthe Hub’sAdvisoryGroup.2

Education and Experience: Preferred candidates will have a master’s degree in a related field (e.g., counseling, public administration, social work, etc.), with at least ten years’ experience managing large-scale programs (projects) that support youth, families, or school faculty. Five years of which shall be in a supervisory capacity. Prior experience implementing evidence-based treatment and prevention programs is strongly preferred.

Note: Valid New Jersey driver’s license, safe driving record, and vehicle availability are required. This full-time position may require domestic travel.  Local, independent travel is required.

EVENING AND WEEKEND AVAILABILITY: Must be available evenings and weekends as needed to meet contract deliverables.  

ESSENTIAL DUTIES

• Selecting Evidence-Based Programs

• Develop and implement community-based needs assessment processes aligned with NJ4S.

• Oversee analysis of needs assessment findings, including use of disaggregated data and DCF data.

• Ensure selected programs align with identified service gaps and complement existing community services.

• Support staff in clearly communicating NJ4S offerings to participants, school partners, and community stakeholders.

• Engage program developers and partners regarding adaptation while maintaining fidelity standards. 

• Make final decisions regarding adoption, continuation, modification, or discontinuation of programs.

• Ensure systems are in place to monitor fidelity, outcomes, and student experience.

• Convene and Sustain Advisory Groups

• Establish expectations for Advisory Group representation, governance, and engagement.

• Approve Advisory Group charter and ensure alignment with Hub priorities.

• Ensure Advisory Group and youth council input informs program decisions.

• Promote inclusive facilitation, data-informed dialogue, and professional development opportunities for Advisory Group members.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

• Strong leadership and organizational skills.

• Ability to interpret data and guide strategic decision-making.

• Ability to initiate, build, and maintain collaborative partnerships with schools and community organizations

• Ability to provide coaching on communication, conversational skills, and presentation techniques.

• Knowledge of prevention science and NJ4S requirements.

• Experience delivering evidence-based programs. 

• Proficiency in reporting and data systems.
