About the Role:
PG&E is looking for a Senior Program Manager to help develop and implement a Project Quality Review Program supporting Major Projects and Programs. This role will partner with Enterprise Project Governance (EPG) to establish a repeatable quality assessment process that evaluates project and program management deliverables before Governance Review Board (GRB) reviews.
The ideal candidate has advanced project/program management experience, strong project governance and controls knowledge, and experience with quality reviews, documentation assessments, process mapping, and executive-level governance. Utility industry experience is strongly preferred.
Key Responsibilities:
- Develop and document a standardized project quality review and governance readiness process
- Establish review methodologies, governance procedures, scoring criteria, reviewer instructions, and reporting standards
- Assess project and program documentation against PG&E project management standards
- Independently review scope management, change control, RACI, project charters, business cases, project management plans, schedules, cost forecasts, risk registers, resource plans, and other project controls documentation
- Evaluate and validate existing project controls documentation review checklists and scoring methodologies
- Identify gaps in project management, controls, documentation, and governance deliverables
- Recommend improvements to review methodologies, scoring models, checklists, and governance processes
- Conduct governance readiness reviews prior to GRB submissions
- Provide practical recommendations to project teams to improve readiness before formal governance reviews
- Track recurring gaps and identify portfolio-wide opportunities for process improvement
- Prepare quality assessment summaries, findings, and executive-ready reports for EPG leadership
- Identify systemic issues, trends, and improvement opportunities across the Major Projects portfolio
- Support presentations and reporting to executive leadership and governance bodies
- Help transition the quality review function into a sustainable EPG operating model
Requirements:
- Bachelor’s degree in Business Administration or equivalent experience
- 8+ years of related project/program management experience
- Advanced knowledge of Project or Program Management
- PMI certification required
- Experience reviewing project controls deliverables, governance documentation, project readiness, or quality assessment materials
- Strong understanding of project controls, including scheduling, cost management, risk management, scope management, change control, resource management, and performance metrics
- Experience developing governance frameworks, standards, procedures, checklists, scoring models, or assessment methodologies
- Strong process mapping and process definition experience
- Strong project documentation quality control experience
- Ability to communicate findings and recommendations to various levels of management
- Experience supporting or facilitating executive reviews and governance decision-making
- Ability to manage multiple complex projects with demanding timelines
- Strong analytical, problem-solving, and strategic thinking skills
- Experience with project health assessments, audits, stage-gate reviews, quality assurance reviews, or governance readiness reviews preferred
- Experience with Board-level or executive-level capital project governance preferred
- Knowledge of estimating practices and Earned Value Management (EVM) principles preferred
- Utility industry experience strongly preferred
