**Job Description** Job Description Oracle Cloud Infrastructure (OCI) is seeking a Principal Program Manager (IC5) to lead the PMO and delivery-operations model for strategic low-voltage (LV) infrastructure programs supporting hyperscale cloud and AI data center deployments across OCI's global infrastructure portfolio. This role is the senior technical program leader for integrated planning and operational execution across ICT infrastructure engineering, telecommunications systems, fiber deployment, structured cabling, rack integration, construction delivery, commissioning, and operational readiness. The Principal PM establishes program governance, delivery cadence, and decision mechanisms that connect technical work to capacity and business outcomes. The successful candidate will build scalable operating frameworks; manage critical-path dependencies, program risks, change control, and execution metrics; and ensure leadership has a clear, timely view of delivery health across multiple large-scale data center programs, including campuses exceeding 300MW+ of deployed capacity. **Responsibilities** **Organizational Scope** This role operates as a senior individual contributor and strategic program leader. The Principal PM does not directly manage personnel but exercises significant influence across M4 Directors, M3 Senior Managers, Infrastructure Delivery Managers, Construction Delivery Managers, ICT Engineering, Network Deployment, Commissioning, Capacity Planning, Operations, Supply Chain, Finance, and external vendors. The role serves as the connective PMO leader across these organizations, aligning their plans, operating cadences, and decisions. **Key Responsibilities** • Establish and operate a PMO framework for LV delivery programs, including integrated master schedules, milestone governance, RAID management, change control, decision logs, and executive reporting. • Lead complex technical infrastructure programs spanning multiple campuses, regions, or deployment portfolios; translate capacity, technical, and operational objectives into executable workstreams. • Develop and maintain integrated program plans for fiber deployment, structured cabling, rack integration, white-space readiness, telecommunications infrastructure delivery, commissioning, operational readiness, and turnover. • Run a disciplined operating cadence across Data Center Engineering, Construction, Network Engineering, Capacity Planning, Operations, Supply Chain, Commissioning, Security, Finance, and vendor organizations. • Own program-level performance metrics and dashboards, including critical-path health, schedule and budget performance, forecast accuracy, procurement readiness, quality, risk exposure, and operational readiness. • Identify, quantify, and drive closure of cross-functional dependencies, delivery risks, and blockers; ensure decisions and escalations occur at the right level and time. • Govern scope and change management, evaluating delivery, cost, schedule, and operational impacts before changes are incorporated into the plan. • Partner with operations and commissioning teams to define readiness criteria, handoff requirements, and lessons-learned mechanisms that improve repeatable execution. • Provide technical program leadership on structured cabling, fiber infrastructure, ISP/OSP deployment, rack deployment methodologies, and mission-critical sequencing. • Present program status, decision requests, risks, mitigation plans, and delivery forecasts to senior leadership; lead cross-functional resolution of issues affecting capacity delivery. **Minimum Qualifications** • 12+ years of experience in Program Management, PMO or delivery operations, data center infrastructure delivery, telecommunications infrastructure, ICT engineering, mission-critical construction programs, network deployment, or critical infrastructure operations. • 5+ years leading large-scale, cross-functional programs with multiple stakeholder organizations and complex technical, construction, or operational dependencies. • Demonstrated experience establishing or operating program governance, integrated planning, risk and issue management, executive reporting, and delivery performance metrics. • Experience delivering infrastructure programs exceeding $100M+ in capital scope or supporting campus-scale deployments. • Demonstrated success driving execution and organizational alignment without direct management authority. **Preferred Technical Experience** • Structured cabling systems and fiber optic infrastructure • ISP/OSP network deployment and telecommunications infrastructure • Rack integration, white-space fit-out, and deployment workflows • QA/QC, commissioning, operational readiness, and turnover procedures • Integrated master scheduling, critical-path analysis, RAID management, and change control • Program dashboards, delivery forecasting, capacity milestones, and vendor performance management • PMO and delivery tools such as Primavera P6, Microsoft Project, Jira, Smartsheet, and reporting/analytics platforms • DCIM, asset, work-management, or service-management systems • TIA/EIA and BICSI standards • Mission-critical facility operations **Preferred Qualifications** • Bachelor's degree in Engineering, Telecommunications, Computer Science, Information Technology, Construction Management, Business, or related technical field. • MBA or advanced technical degree preferred. • PMP certification strongly preferred;
