Global Enterprise Risk Manager - International Travel & Safety (ENTERPRISE RISK MGT ANL 4)

Under broad direction of the Global Affairs Chief of Staff, serves as the campus subject matter expert and strategic lead for enterprise-wide international travel risk management, global safety, and institutional resilience. Develops, implements, and continuously improves comprehensive risk management frameworks, policies, and mitigation strategies designed to reduce institutional exposure associated with international travel, global engagement, and overseas operations involving students, faculty, staff, and affiliated travelers.

Provides expert consultation to senior leadership regarding strategic, operational, reputational, geopolitical, regulatory, health, safety, and crisis-related risks impacting university-sponsored international activities. Leads enterprise risk assessments, high-risk travel review processes, emergency response coordination, and policy development efforts affecting university travelers abroad.

Independently exercises judgment in assessing complex and evolving global risk conditions and recommends appropriate mitigation, escalation, and institutional response strategies. Chairs campus-wide committees and collaborates with UC systemwide offices, external intelligence providers, governmental agencies, and institutional stakeholders to strengthen organizational preparedness, compliance, and resilience.

Responsible for assuring that university-sponsored international travel complies with applicable university policies, regulatory requirements, and risk management standards through the development, implementation, and monitoring of prevention and control strategies, including pre-travel risk assessments, traveler preparedness initiatives, emergency communications, and crisis response protocols.

Works collaboratively with Global Affairs units, Risk Management, Emergency Management, Environmental Health & Safety, Information Security, Campus Counsel, Academic Senate, Office of Research, UC Davis colleges and schools, and external partners to support institutional continuity, traveler safety, and enterprise risk mitigation objectives.

Qualifications

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

• Bachelor's degree, or 8 years' experience in the field of travel security, risk management, emergency management or certification in ARM, CERM, CPP, CEM, PMP, or combination thereof.
• Experience managing emergency response coordination and crisis communications.
• Experience developing and implementing enterprise-wide policies, governance structures, risk mitigation frameworks, and compliance programs while working with cross-functional initiatives and collaborating with senior leadership and diverse stakeholder groups.
• Advanced knowledge and experience in enterprise risk management, international travel risk management, crisis management, emergency management, institutional resilience, global operations, or related field.
• Advanced analytical, problem-solving, and decision-making skills in complex and high- risk operational environments.
• Demonstrated ability to independently assess complex geopolitical, operational, health, safety, security, and reputational risks and recommend appropriate mitigation strategies.
• Strong executive communication, facilitation, stakeholder engagement, and strategic consultation skills.
• Knowledge of higher education international travel environments, global mobility risks, and regulatory compliance considerations.

Preferred Qualifications

• Professional certification(s) in risk management, emergency management, security, business continuity, or project management such as ARM, CERM, CPP, CEM, PMP, or related credentials.
• Experience working within higher education, public sector, or global nonprofit environments.
• Experience with enterprise reporting tools, incident management systems, and risk analytics platforms.
• Familiarity with international travel risk platforms and intelligence providers such as Crisis24, International SOS, CHUBB, or related services.

Department Overview

The Global Enterprise Risk Manager reports to the Global Affairs Chief of Staff, and works collaboratively with Global Affairs teams and campus and system-wide partners engaged in international travel. The Global Enterprise Risk Manager Leads enterprise risk assessments, high-risk travel review processes, emergency response coordination, and policy development efforts affecting university travelers abroad.
