Homeowners Association (HOA) Manager ( PART-TIME ) in Montgomery, AL

 

Position Summary

The Homeowners Association (HOA) Manager is responsible for the overall management, operation, and maintenance of a master-planned community while ensuring exceptional service to homeowners, board members, developers, builders, and vendors.  This leadership role oversees daily operations, community maintenance, architectural review, financial management, covenant enforcement, resident relations, vendor management, community events, and administrative functions to maintain the highest standards for the community.

 

Essential Duties & Responsibilities

 

Community Operations

·   Serve as the primary representative for the developer and/or Homeowners Association regarding community operations and property improvements.

·   Oversee the maintenance and appearance of all common areas, including

o   Clubhouse and Information Center

o   Gatehouse

o   Swimming pool, gym, and amenity facilities

o   Landscaping

o   Lakes and ponds

o   Parks and playgrounds

o   Streets and sidewalks

o   Common grounds and recreational areas

·    Schedule, coordinate, and monitor repairs and maintenance projects.

·    Conduct routine inspections to ensure community standards are maintained.

 

Board and Developer Relations

·        Facilitate Board of Directors meetings, committee meetings, annual homeowner meetings, and neighborhood meetings.

·        Prepare meeting agendas, reports, and follow-up documentation.

·        Provide regular reports regarding community operations, budgets, maintenance projects, and capital improvements.

·        Work collaboratively with Board members, developers, builders, contractors, and homeowners.

 

Architectural Review & Covenant Enforcement

·        Serve as contact for the Architectural Review Board (ARB).

·        Review and submit to proper parties’ architectural submissions from builders and homeowners.

·        Coordinate inspection on projects to ensure compliance with approved plans, community guidelines, and architectural standards.

·        Enforce community Covenants, Conditions & Restrictions (CC&Rs) through inspections, written correspondence, and homeowner communication (as instructed by Board/Covenants Committee).

 

Financial Management

·        Assist Board in developing annual operating budgets.

·        Monitor expenses and manage operations within approved budgets.

·        Review and approve invoices from contractors, consultants, vendors, and professional service providers.

·        Track operating costs and prepare financial reports for the Board and developer.

·        Assist the Board with long-range planning and capital improvement budgeting.

 

Vendor & Contract Management

·        Solicit bids and negotiate service contracts.

·        Work with contractors and vendors performing work throughout the community.

·        Monitor contractor performance and project completion.

·        Maintain vendor records and service agreements.

 

Staff Leadership

·        Hire, supervise, and evaluate administrative staff and community personnel as instructed by the Board.

·        Assign work schedules and daily responsibilities.

·        Ensure exceptional customer service is provided by staff and other service providers to residents and visitors.

·        Maintain impartiality when providing information regarding builders and service providers.

 

Community Relations & Resident Services

·        Manage clubhouse and amenity reservations.

·        Welcome prospective homebuyers and provide community tours.

·        Distribute HOA information, community guidelines, and marketing materials.

·        Orientation of new residents providing them with gate access codes, car stickers, pool/gym pass cards and Rules & Regulations of Grove Park Residents.

·        Respond professionally to homeowner inquiries, concerns, and service requests.

·        Maintain positive relationships with residents, Board members, builders, and vendors.

 

Event Planning & Community Engagement

·        Plan, coordinate, and assist with community events for residents throughout the year including:

o   Annual Meetings

o   Holiday and seasonal events

o   Other special events requested by the Board.

·        Manage event budgets from planning through completion.

 

Marketing & Communications

·        Assist the HOA and the Developer in developing and implementing community marketing initiatives.

·        Produce newsletters, emails, flyers, invitations, brochures, event materials, and homeowner communications.

·        Coordinate sponsorship and advertising Grove Park with local businesses and real estate entities.

 

Administrative Responsibilities

·        Maintain homeowner databases and association records

·        Process invoices, billing documentation, and financial records.

·        Prepare reports, proposals, event summaries, budgets, and operational documentation.

·        Maintain accurate files and community correspondence.

·        Demonstrate professional telephone etiquette and exceptional written and verbal communication skills.

·        Monitor and update insurance needs and policies.

·        Review and report security recordings.

·        Assist realtors with covenants, signage requirements, and neighborhood information.

·        Assist attorney and mortgage companies with closings.

·        Ensure pool compliance with the Department of Public Health.

·        Maintain familiarity of and ensure compliance with:

o   City Ordinances

o   Federal Fair Housing Act

o   Fair Housing Amendments Act

o   Americans with Disabilities Act (ADA)

o   State and local HOA regulations

o   Community governing documents

 

Qualifications

·        Bachelor’s degree preferred; equivalent management experience considered.

·        5+ years of experience in HOA, community association, property management, or related leadership role.

·        Experience working with Homeowners Associations and Board of Directors, and Developers.

·        Strong financial management and budgeting experience.

·        Experience supervising staff and managing contractors.

·        Knowledge of architectural review processes and covenant enforcement.

·        Event planning and project management experience.

·        Excellent organizational and time management skills.

·        Exceptional customer service and conflict resolution abilities.

·        Strong computer skills, including Microsoft Office and association management software (TOPS or similar).

·        Professional verbal and written communication skills.

·        Knowledge of HOA governing documents and association operations.

·        Contract negotiation and vendor management experience.

·        Budget development and financial reporting.

·        Public speaking and meeting facilitation.

·        Marketing and community engagement.

·        Ability to manage multiple priorities in a fast-paced environment.

·        Strong leadership with a collaborative management style.
