Major Duties

  • If selected at the GS-13 level, duties will be performed in a developmental capacity:
  • Monitors and reviews processes and performance for enterprise-wide studies and initiatives and serves as senior advisor to the Process Owner regarding enterprise-wide Order Fulfillment functional process performance issues.
  • Develops methodology and procedures to identify problems and develop solutions that improve effectiveness of performance review.
  • Plans, organizes, and directs reviews; assigns segments of the review to various functional process organizations; and coordinates the efforts of the functional analysts/experts throughout the agency.
  • Based on research and findings, provides the Process Owner and other senior level agency representatives with recommendations addressing complex and interrelated enterprise-wide Order Fulfillment issues for successful implementation.
  • Recommends process-specific improvement designs based on comprehensive surveys and studies involving the formulation, coordination, and implementation of short-range and long-range plans for successful deployment of enterprise system.
  • Conducts policy analysis and serves as Agency expert for the development and implementation of enterprise-wide policies related to the Order Fulfillment processes.
  • Analyzes legislative/regulatory requirements that impact Order Fulfillment process activities, interprets intent of governing documents, and directs complex studies of policies, procedures and programs and their functional and system implementation.

Qualification Summary

To qualify for a Supply System Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-13: Studying supply chain or order fulfillment processes, tracking performance metrics, and recommending changes to make operations run more efficiently. Analyzing complex shipping, distribution, or logistics policies to see how they impact day-to-day operations and drafting clear guidelines for teams to follow. Experience translating business needs into clear computer system requirements, identifying tasks that can be automated, and reviewing proposed software or system updates against functional specifications. GS-14 Managing large-scale studies to evaluate supply chain and order fulfillment operations, and recommending strategic process improvements. Interpreting complex logistics policies, resolving conflicting regulatory guidelines, and developing new organization-wide procedures. Translating business and operational needs into functional IT system requirements via functional specifications, revisions and updates, identifying opportunities for automation, and coordinating system updates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
