Chief Medical Officer

Location: Muskegon, MI
Type: Full-Time

A well-established Federally Qualified Health Center (FQHC) is seeking a highly skilled, experienced, and visionary Chief Medical Officer (CMO). The CMO will adhere to all clinical requirements while supporting the organization's mission and vision.

The health center provides a comprehensive range of primary care services, including preventive care, chronic disease management, and treatment of current illnesses. Additional services include behavioral health, MIHP, optometry, pediatrics, women's health, substance use treatment, pharmacy, and dental care. The organization serves patients with Medicare, Medicaid, private insurance, and uninsured patients.

Position Overview

The Chief Medical Officer reports directly to the President/Chief Executive Officer and serves as the senior leader on the management team responsible for ensuring the delivery of high-quality, patient-centered, cost-effective healthcare in alignment with HRSA, FTCA, CARF, and other regulatory standards. The CO provides oversight of all clinical operations and medical services, including precepting students and Advanced Practice Providers ensuring integration, compliance, and performance excellence across the organization. 

 

Essential Duties and Responsibilities

  • Responsible for assuring high quality, appropriate, efficient provision of medical care services through all services. Monitors training programs to assure provision of care meets clinic standards.

  • Ensure compliance with HRSA Health Center Program Requirements, FTCA, CARF, OSHA, CLIA, MDHHS, HIPAA, and state/federal regulations.

  • Collaborate with the Compliance Officer to mitigate risk and ensure incident reporting, root cause analysis, and corrective actions are completed.

  • Prepare for and participate in HRSA Operational Site Visits, CARF surveys, and FTCA deeming applications.

  • Serves as the clinician lead for Patient-Centered Medical Home (PCMH) transformation and ongoing recognition ensuring team-based coordinated and patient-center care consistent with HRSA and National Committee for Quality Assurance (NCQA) Standards.

  • Work collaboratively with other managers/directors within the entire organization (including, but not limited to behavioral health, dental, quality and pharmacy) to ensure an integrated health model of care is achieved.

  • Clinician lead of PCMH transformation.

  • Responsible for creation and implementation of policies, procedures, and practice guidelines related to clinical processes.

  • Participates in development of strategic plans and implementation of strategies to improve practice management efficiency. Monitors productivity of providers and recommends actions to the CEO.

  • Lead initiatives that position the health center for success in value-based care and alternative payment models (APMs).

  • Participates in physician recruitment in coordination with the CEO.

  • Completes annual performance appraisals on all physicians reporting to this position.

  • Completes office visit encounters within 48 hours of the service date.

  • Coordinates with local medical schools, resident rotations.

  • Responsible for overseeing, hiring, orientation and termination of all staff who are under supervision of this position.

  • Ensure care delivery reflects the center's mission, values and commitment to health equity.

  • Responsible for creating and implementing quality improvement plans for clinical services. Responsible for quality assurance review for all physicians and mid-level providers. Suggested sources of data include sampling of charts, productivity review, attitude and behavioral characteristics, patient satisfaction surveys and profile production.

  • Responsible for assuring training in customer service and quality improvement for staff who report to this position.

  • Provide input into performance appraisals for medical staff.

  • Facilitate Provider monthly meetings.

  • Responsible for investigating and responding to patient complaints.

  • Provides day-to-day clinical supervision of medical staff including mid-level practitioners.

  • Serves as a member of the senior management team to promote effective relations with patients, community members, government organizations, staff and the clinic.

  • Attend board meetings and provide monthly reports and input to CEO and Board of Directors regarding policies, programs, and community partnerships.

  • Formulates and recommends changes in clinical programming and works with the CEO on strategic planning.

  • Responsible for recommending programs and services based on community health needs.

  • Serves as a spokesperson to the community regarding medical services and as a liaison with other medically oriented groups and organizations in conjunction with the CEO.

  • Develop effective working relationships with external organizations.

  • Provides high quality-direct medical care to patients.

SUPERVISORY RESPONSIBILITIES

Directly supervises clinical employees under advisement of the CEO with exception of the Medical Director. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning and directing work; appraisal performance in conjunction with the CEO; employee disciplinary actions; addressing complaints and resolving problems, etc.

EDUCATION, LICENSING, CERTIFICATES AND/OR EXPERIENCE

  • Doctor of Medicine (M.D.) or Doctor of Osteopathic Medicine (D.O.) with 10 years related experience.

  • Board Certification (Required).

  • Current State of Michigan Physician License and Controlled Substance License (Required).

  • Current DEA (Required)

  • Basic Life Support (BLS) certification ALS Preferred

  • Ability to participate with Medicaid and all insurance carriers who participate with the clinic.
