Job Description
DEFINITION: Under the direct supervision of the Area Child Development Specialist (ACDS), the Site Supervisor is responsible for providing leadership, guidance, and support to assigned staff, including conducting performance observations and evaluations to ensure the delivery of high-quality early childhood education. The Site Supervisor regularly conducts classroom observations to strengthen teaching practices and promote developmentally appropriate learning environments for all children. Additionally, the Site Supervisor assists with the supervision of children to ensure safety and compliance at all times. The Site Supervisor plays a key role in upholding compliance standards, promoting program quality, and fostering a safe, inclusive, and engaging learning environment. This position is responsible for ensuring adherence to Title 5 of the California Code of Regulations, overseen by the California Department of Education; Title 22 Community Care Licensing regulations, administered by the California Department of Social Services; and all operational, nutritional, and documentation requirements of the Child and Adult Care Food Program (CACFP). The role also ensures compliance with all relevant local, state, and county fire, building, health, and safety codes required for licensed childcare facilities in Riverside County. In addition, this position is responsible for maintaining strict adherence to all Funding Terms and Conditions (FT&C) associated with state and county contracts, grant agreements, and public or private funding sources.
RESPONSIBILITIES: The responsibilities of the Site Supervisor include, but are not limited to, the following duties and expectations:
- Ensure the facility is maintained in accordance with daily health and safety standards, meeting all requirements set forth by Title 22 and Title 5 regulations.
- Ensure adequate staffing levels are maintained to meet required adult-to-child ratios at all times, supporting continuous supervision of children.
- Ensure the implementation and planning of curriculum that provides developmentally appropriate, individualized activities to support the physical, emotional, intellectual, and social growth of each child.
- Ensure the daily collection of DRDP anecdotal notes and timely data entry into the Learning Genie platform, including but not limited to observations, documentation of developmental progress, photographs, and communication with families.
- Ensure consistent and effective communication with families and among staff through the Learning Genie platform, promoting strong school-to-home partnerships.
- Ensure timely and accurate completion of all agency compliance documentation and reporting, including but not limited to ERS assessments, DRDP results, Summary of Findings, ASQs, Family Language Instruments, and Parent-Teacher Conference documentation.
- Ensure quality interactions between staff and children through regular observation and coaching, in alignment with CLASS (Classroom Assessment Scoring System) standards.
- Ensure the maintenance and timely submission of daily, weekly, and monthly records as required by agency and regulatory guidelines.
- Ensure the planning, coordination, and documentation of parent education and parent involvement activities to promote family engagement.
- Ensure accurate tracking and monitoring of employee attendance, time-off requests, and schedule adherence to maintain appropriate coverage and compliance with labor and licensing regulations.
- Ensure center staffing schedules are effectively created and adjusted to meet program needs, maintain licensing ratios, and support continuity of care.
- Ensure direct supervision, mentorship, coaching, and performance feedback for all center-based staff in alignment with program expectations and HR policy.
- Ensure active participation in and facilitation of site meetings, staff development training, and additional professional learning opportunities as needed.
- Ensure an inclusive, welcoming environment for all children, including implementation and support of IEP, IFSP, and behavior support plans in collaboration with the appropriate service providers.
- Ensure timely and accurate submission of site supply requests in accordance with the agency’s “Supply Request Calendar.”
- Ensure completion of site-based onboarding and orientation for new staff, interns, and volunteers, and submission of required documentation to Human Resources.
- Ensure prompt completion of preliminary Incident/Injury and/or Unusual Incident Reports, with submission to the Program Director in accordance with agency and licensing timelines.
- Ensure identification and reporting of facility maintenance needs by submitting Potential Areas of Concern forms in a timely manner.
- Ensure flexibility in carrying out any additional responsibilities as assigned, in support of program operations, compliance, and organizational needs. This job description is not intended to be all-inclusive, and the employee will be expected to perform other related duties as assigned.
MINIMUM QUALIFICATIONS:
- Obtain an Associate’s Degree (AA/AS) in Early Childhood Education or Child Development (preferred),
- Obtain a minimum of 24 semester units in ECE/CD, including core courses and required coursework in administration and adult supervision.
- Infant/Toddler Programs:
- Site Supervisors assigned to infant centers must have completed at least 6 semester units in Infant/Toddler Development (ECE/CD coursework).
- Minimum of two years of prior teaching experience or experience working with young children in an early childhood education setting.
- A permit issued by the Commission on Teacher Credentialing authorizing supervision of a child care and development program operating in a single site. This can be either of the following permits:
- Child Development Site Supervisor Permit
- Children's Center Supervision Permit
OR
- A current credential issued by the Commission on Teacher Credentialing authorizing teaching service in elementary school or a single subject credential in home economics, and six units in administration/supervision of ECE/CD (not required to any person who was employed as a program director prior to 1/1/93 in a child care and development program receiving funding by the ELCD) and 12 units of ECE/CD or at least two years’ experience in an ECE./CD program.
OR
- An Administrative Services Credential authorizing administration or supervision in public schools in California that includes a preschool authorization.

MINIMUM REQUIREMENTS:
- TB Clearance (every four years)/Physical (once upon hire)
- Fingerprinting Clearance by FBI, DOJ, Child Abuse Index and these criminal records are required for employment.
- CPR and First Aid (renewed every 2 years)
- Vaccines (TDAP every 10 years and MMR)
- Flu Shot annually or declination waiver.
- Mandated Reporter Training (AB1207 every two years)
- Valid Driver’s License and proof of active insurance
- Travel may be necessary
- Must be legally authorized to work in the United States.
PHYSICAL DEMANDS:
- Ability to work effectively in a dynamic classroom environment with young children.
- Ability to communicate clearly and professionally with children, families, staff, and supervisors.
- Ability to lift, carry, and move up to 40 pounds as needed (e.g., lifting children, classroom materials, or equipment).
- Ability to sit, stand, bend, stoop, reach, and move freely throughout the classroom and outdoor play areas.
- Ability to remain seated or stationary for extended periods of time during observations, documentation, or training sessions.
- Ability to multitask and complete duties in an environment with frequent interruptions and shifting priorities.
- Ability to actively supervise and ensure the safety of multiple children at once, indoors and outdoors.
- Ability to respond promptly and appropriately to accidents, injuries, or emergency situations, including participating in scheduled and unscheduled drills.
