Citizenship / Access Requirements: Must satisfy all Government and client suitability, DBIDS background-check, onboarding, training, identification, and installation-access requirements applicable to the position.

Security Requirements: No personnel security clearance level is specified. Employment is contingent upon successful completion of installation-access, background-check, privacy, information-security, and other Government/client requirements.

Number of FTEs: 1.0 FTE. 

Type of Employment: Full-Time.

Estimated Total Compensation: $62.99 per hour.

Working Hours: 40 hours per week, generally scheduled between 6:00 AM and 6:00 PM Monday through Friday, plus scheduled Unit Training Assembly weekends. Occasional training support and injury evaluations may occur outside normal hours while remaining within the workload allocation.

Work Arrangement: Physical therapy services are primarily on-site at Moffett Air National Guard Base. Remote-compatible administrative work may be performed only with advance Contracting Officer's Representative approval. Occasional authorized CONUS or OCONUS travel may be required.

Period of Performance: September 29, 2026 through March 29, 2028, if the six-month option period is exercised.

Summary of Services

The Physical Therapist and Injury Manager will provide Human Performance Optimization physical therapy, rehabilitation, injury-management, and readiness support to 131st Rescue Squadron personnel and 129th Operations Group aircrew. The position integrates clinical treatment, injury prevention, recovery, performance support, HIPAA-compliant documentation, trend analysis, reporting, and advisory support to unit leadership.

Mandatory Qualifications

Must possess a Master's or Doctorate degree in physical therapy from an accredited institution.

Must hold an active and unrestricted California Physical Therapist license.

Must maintain current Basic Life Support certification.

At least three years of relevant experience supporting AFSPECWAR, U.S. Special Operations Forces, NCAA, Olympic-level, or professional sports populations is preferred or expected.

Must have experience protecting HIPAA-regulated information and documenting clinical care in electronic systems.

Must have experience charting, collecting, analyzing, and presenting HIPAA-protected clinical and utilization data.

American Board of Physical Therapy Specialties Orthopedic or Sports Clinical Specialist certification is preferred.

Certified Strength and Conditioning Specialist certification is preferred.

Duties and Responsibilities

Provide comprehensive physical therapy and injury-management services for assigned 131st Rescue Squadron and 129th Operations Group personnel.

Evaluate musculoskeletal injuries, functional limitations, movement quality, and readiness-related concerns.

Develop, coordinate, implement, and update individualized treatment and rehabilitation plans.

Conduct baseline and follow-up physical assessments when operational schedules and available resources permit.

Provide hands-on therapy, therapeutic exercise, mobility work, stretching, recovery strategies, and other authorized interventions.

Recommend and use appropriate braces, rehabilitation tools, and Government-furnished treatment or training equipment.

Educate members on injury prevention, rehabilitation, recovery, mobility, sports medicine, and performance optimization.

Document evaluations, treatment, progress, utilization, and outcomes in Government-provided systems while maintaining HIPAA compliance.

Collect, analyze, and present injury, treatment, and utilization trends to the Contracting Officer's Representative and unit leadership.

Coordinate professionally with medical personnel, HPO staff, commanders, aircrew, operators, and other authorized stakeholders.

Support required HPO program administration, reports, equipment-status reporting, meetings, and advisory activities.

Provide scheduled Unit Training Assembly weekend support and occasional approved after-hours or travel support as required.

Follow all Government, installation, clinical, safety, privacy, information-security, and workplace requirements.

Required Candidate Submission Documents

Current resume documenting qualifying physical therapy education, licensure, certifications, and relevant experience.

Copies of the California Physical Therapist license, physical therapy degree, Basic Life Support certification, and any preferred specialty or strength-and-conditioning certifications.

A letter of intent confirming availability to begin on-site performance within 30 days after award, or an approved 30-day transition and ramp-up narrative, plus any requested access and onboarding documents.
