We are seeking an experienced Project Manager with a proven background in heavy highway, bridge, structural, and civil construction.

This position is intended for a project manager who has directly managed field operations involving:

• Highway and roadway construction
• Bridge construction and rehabilitation
• Structural and heavy concrete work
• Asphalt paving and roadway rehabilitation
• Lime or cement stabilization
• Excavation, earthwork and drainage

Candidates whose experience is primarily in residential construction, commercial buildings, tenant improvements, or vertical construction will not meet the minimum requirements for this position.

Required Experience

Applicants must have:

• At least 5 years of direct project management experience in heavy highway, bridge, or civil infrastructure construction
• Demonstrated experience managing projects that include concrete, asphalt, stabilization, and bridge or structural work
• Experience coordinating crews, subcontractors, trucking, equipment, material suppliers, inspectors, and testing laboratories
• Strong knowledge of construction plans, specifications, contracts, schedules, quantities, production, and cost control
• Experience managing projects from preconstruction and mobilization through final acceptance and closeout
• The ability to work regularly in both an office environment and active highway construction zones

TxDOT project experience is strongly preferred.

Key Responsibilities

• Manage multiple highway, bridge, structural, and civil construction projects from award through closeout.
• Develop and maintain project schedules, budgets, production goals, and cost forecasts.
• Review plans, specifications, estimates, contracts, quantities, and project requirements.
• Coordinate superintendents, field crews, subcontractors, suppliers, trucking, equipment, inspectors, and testing personnel.
• Maintain an active field presence and provide direct support to project superintendents and crews.
• Attend project meetings, weekly safety meetings, and jobsite walkthroughs.
• Monitor daily production, labor, equipment, materials, quantities, and job costs.
• Forecast project costs to complete and identify potential overruns before they occur.
• Prepare and manage RFIs, submittals, change orders, pay estimates, schedules, progress reports, and project correspondence.
• Identify and document changes in scope, differing site conditions, delays, and additional work.
• Ensure work complies with contract documents, project specifications, safety requirements, environmental requirements, and quality-control standards.
• Maintain professional working relationships with TxDOT, municipalities, counties, engineers, inspectors, subcontractors, suppliers, and project owners.
• Resolve issues affecting safety, quality, production, schedule, scope, or cost.
• Support estimating, proposal preparation, contract negotiations, and business-development efforts when needed.
• Maintain strict confidentiality regarding company, project, and personnel information.

Qualifications

• Bachelor’s degree in Construction Management, Civil Engineering, or a related field is preferred; equivalent heavy-civil construction experience will be considered.
• Minimum of 5 years of relevant heavy-highway, bridge, or civil project management experience.
• Thorough understanding of asphalt paving, structural concrete, bridge construction, roadway stabilization, earthwork, drainage, and traffic-control operations.
• Ability to read and interpret construction plans, specifications, contracts, schedules, and quantity calculations.
• Strong knowledge of job costing, production tracking, forecasting, change management, and project documentation.
• Strong leadership, communication, organization, and problem-solving skills.
• Proficiency with construction management and scheduling software.
• Ability to travel to projects throughout the Houston area and surrounding regions.
• Must be authorized to work in the United States.

Preferred Qualifications

• TxDOT highway, bridge, or maintenance-contract experience
• Experience with HCSS HeavyJob, Procore, Microsoft Project, Primavera, or similar systems
• OSHA 30 certification
• PMP or comparable project management credential
• Experience working with public agencies, engineers, inspectors, and materials-testing laboratories

Working Conditions

This position requires frequent travel to active construction sites. Candidates must be able to safely navigate highway work zones, bridge projects, uneven terrain, and areas involving heavy equipment, noise, dust, fumes, traffic, and extreme weather. Appropriate PPE is required.

The position also requires extended computer work, detailed document review, sustained focus, and the ability to manage multiple time-sensitive projects simultaneously.
