Human Services Analyst

THE POSITION

The Human Services Analyst position within the Office of Mental Health and Substance Abuse Services offers an opportunity to support important statewide behavioral health programs. DESCRIPTION OF WORK

This position supports the development, interpretation, and improvement of behavioral health Medicaid policies. It involves reviewing legislation, analyzing program operations, and providing guidance on policy and regulatory requirements. As a Human Services Analyst in the Division of Behavioral Health Medicaid Policy, you will perform the following duties:

• Policy Analysis: Review proposed laws and regulations and determine impacts on behavioral health Medicaid programs
• Program Evaluation: Assess program operations and recommend changes to improve efficiency and effectiveness
• Document Development: Prepare and interpret planning documents, policy memos, bulletins, and related materials
• Consultation Support: Advise staff on system changes, policy interpretation, and program requirements
• Compliance Review: Conduct readiness reviews and evaluate provider and managed care organization compliance
• Data Interpretation: Analyze system data to ensure policies are applied accurately and recommend solutions to identified issues

Work Schedule and Additional Information:

• Full-time employment, 37.5 hours per week
• Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
• Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. You will be required to report in person to the listed work site 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

• One year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs; and a bachelor's degree; or
• An equivalent combination of experience and training that includes one year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.
