Major Duties

• Serves as the Corrective Action Plan (CAP) Manager and Management and Program Analyst within DLA Disposition Services.
• Formulates, executes, and oversees comprehensive CAPs to remediate deficiencies identified by the Department of Defense Office of Inspector General, Government Accountability Office, internal review teams, and independent public accountants.
• Conducts thorough root-cause analyses on non-compliances, material weaknesses, and audit notices of findings and recommendations (NFRs); collaborates with operational branches to determine systemic vs. isolated failures.
• Establishes quantifiable milestones, measurable target completion dates, risk-mitigation steps, and validation metrics for each assigned CAP.
• Gathers objective test-of-design and test-of-effectiveness evidence prior to certifying CAP completion and submitting for formal closure.
• Compiles, validates, maintains, and analyzes large sets of compliance metrics, deficiency logs, and operational statistics across disposition sites.
• Prepares executive summaries, dashboard reports, and briefing slides for senior leadership, site managers, and external review authorities detailing CAP progress, emerging trends, stalled milestones, and residual risk.

Qualification Summary

To qualify for a Management and Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Knowledge of internal control frameworks (e.g., OMB Circular A-123, GAO Green Book), audit resolution techniques, and CAP lifecycle tracking. Skill in conducting root cause analysis and developing corrective action plans Ability to translate technical compliance requirements, statistical data, and policy analyses into executive-level briefings, written reports, and clear SOPs. Skill in collaborating with cross-functional teams, site managers, and external audit authorities to negotiate realistic timelines and achieve consensus. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
