Hybrid 3 days onsite in Washington, DC
Our client seeks a QA Practice Lead to stand up and run a transversal QA Practice across an enterprise IT roadmap. The lead will operationalize governance and frameworks, mature toolchains, coach teams, and coordinate stakeholders to drive consistent quality outcomes, reporting, and readiness across programs and projects.

Rate: $60.00 to $80.00/hr. w2
Responsibilities:- Review the existing QA Framework and Operational Manual. Guide, adjust, and operationalize it across active and upcoming initiatives.
- Define the operating model for the transversal QA Practice, clarifying interactions between central governance and project-level QA execution.
- Establish and facilitate QA governance routines, quality reviews, and escalation mechanisms.
- Review and improve QA standards, templates, quality gates, metrics, dashboards, and evidence expectations.
- Assess the current QA technology stack, including Azure DevOps, JIRA with X-Ray, Selenium, Postman, and related automation tooling. Identify practical gaps.
- Propose an end-to-end QA tool stack with enhancements, integrations, or extensions to enable manual and automated testing across domains.
- Define standards for test management, defect tracking, and reporting that are consistent across projects and tool-agnostic where appropriate.
- Coach project teams and QA Engineers on applying the QA Framework in day-to-day delivery.
- Disseminate the QA Practice across business stakeholder groups to build shared accountability for process validation, UAT, operational readiness, and release quality.
- Support knowledge transfer and institutionalization of the QA Practice beyond the engagement.
- Support leadership-level reporting on quality risks, delivery readiness, defect trends, testing progress, and go-live quality gates.
- Establish and maintain a portfolio-level QA roadmap aligned with the IT Roadmap, identifying priorities, risks, shared assets, dependencies, and sequencing.
- Coordinate vendor-provided QA specialist leads to ensure consistent practice and delivery quality.
- Coordinate with enterprise architecture, cybersecurity, data, operations, and change management to ensure QA delivers enterprise-wide value.
- Proven leadership of an enterprise or portfolio-level QA Practice with governance and operating model establishment.
- Hands-on experience with Azure DevOps CI/CD, JIRA and X-Ray, Selenium, Postman, and QA automation frameworks.
- Track record defining QA standards, metrics, dashboards, and quality gates across multiple programs.
- Experience coaching teams and executing organizational change for QA adoption.
- Strong coordination across vendors and cross-functional enterprise teams.
- Executive reporting on quality risks, readiness, and defect trends.
- Ability to build and maintain a portfolio QA roadmap aligned to an IT transformation.
