Key Responsibilities

Program Oversight & Technical Assistance

  • Provide consultation, guidance, and technical assistance to local agencies implementing the Parents as Teachers model.
  • Support statewide Parents as Teachers designation activities, including affiliate support, model replication, training, technical assistance, quality improvement, and coordination with the Parents as Teachers National Center.
  • Monitor local program implementation and provide recommendations for addressing challenges and improving program performance.
  • Conduct quality assurance and technical assistance visits to funded Parents as Teachers programs.
  • Assess program compliance with contractual, programmatic, and model-specific requirements.
  • Host model-specific meetings, communities of practice, and other professional learning activities.

 

Contract & Program Management

  • Develop and revise contract language for local implementing agencies to ensure alignment with requirements and Parents as Teachers standards.
  • Support contract monitoring and documentation activities.
  • Collaborate with staff to align policies, procedures, referral processes, and services with Tennessee's broader early childhood and evidence-based home visiting systems.
  • Assist with grant development, grant writing, conference planning, and other program activities as assigned.

 

Quality Improvement & Evaluation

  • Collaborate with epidemiology and Continuous Quality Improvement (CQI) staff to evaluate program measures and assess intervention effectiveness.
  • Support data-informed program improvement and continuous quality improvement initiatives.
  • Identify program needs, barriers, and opportunities for improvement and help develop appropriate solutions.
  • Gather stakeholder feedback and identify training and professional development needs.

 

Stakeholder & Partner Engagement

  • Serve as the primary contact with the Parents as Teachers national office.
  • Establish and maintain professional relationships with local grantees, state partners, community organizations, and other stakeholders.
  • Participate in national and state advisory groups, committees, and workgroups as requested.
  • Plan and facilitate meetings, trainings, and partner discussions.
  • Provide leadership and guidance to home visiting professionals through consultation, training, and program support.
  • Promote meaningful inclusion of parent and family perspectives in state and local grantee activities.

 

Health Equity & Public Health

  • Participate in initiatives addressing health equity, health disparities, diversity, and related public health priorities.
  • Maintain awareness of department initiatives designed to reduce health disparities and improve outcomes for Tennessee families.
  • Support prevention-focused services for pregnant women and families with young children, particularly populations experiencing increased health and social risks.
