McKean County is looking for a detail-oriented, self-sufficient, and reliable candidate to assist with HR needs and Civil Service processes within our Human Services Department. You will help guide important hiring decisions and make a meaningful impact on daily operations. Your work will create positive change for both staff and the community. DESCRIPTION OF WORK
This role supports all parts of human resources within Children and Youth Services by providing clear guidance and strong analytical skills. You will help ensure that hiring, employee support, and agency operations run smoothly. As a Human Resource Analyst 1, you will perform the following duties:
- Hiring Systems: Manage complex civil service processes and ensure compliance with state rules
- Talent Support: Assist supervisors by offering clear guidance on staffing matters and classification needs
- Employee Relations: Provide direction to staff on workplace issues and support consistent policy application
- Leave Oversight: Review leave requests and track usage with accuracy and fairness
- Fleet Management: Coordinate vehicle scheduling and monitor maintenance to support agency operations
Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with 30-minute lunch.
- Telework: You will not have the option to telework in this position.
- Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year of experience in the performance of technical human resource duties; and a bachelor's degree; or
- Any equivalent combination of experience and training.
Other Requirements:

- You must be able to perform essential job functions.
Legal Requirements:
- A conditional offer of employment will require a drug screening.
- This position falls under the provisions of the Child Protective Services Law.
- Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
