POSITION SUMMARY
The Environmental Health & Safety (EH&S) Specialist is responsible for leading environmental, health, and safety compliance across two Illinois manufacturing facilities and one Wisconsin facility.
- Two adhesive coating facilities operating under FESOP (Federally Enforceable State Operating Permit) and classified as a Large Quantity Generator (LQG) of hazardous waste
- A converting facility focused on slitting, laminating, or packaging adhesive products
Reporting directly to the Vice President of Operations, the EH&S Specialist drives and ensures compliance with all relevant federal, state, and local regulations (including these enforced by OSHA, U.S. EPA, WDNR and Illinois EPA), while supporting a strong safety culture and continuous improvement mindset.
RESPONSIBILITIES
Environmental Compliance – Adhesive Coating Facility (FESOP + LQG)
Environmental Oversight – Converting Facility
OSHA & Health/Safety Compliance – Multiple Sites
Training, Engagement & Recordkeeping
- Manage all FESOP compliance activities, including:
- Monitor emissions and usage thresholds
- Maintain records for coatings, solvents, and air control devices
- Prepare semiannual and annual emissions reports for the Illinois EPA
- Coordinate permit renewals or modifications
- Lead hazardous waste compliance as a Large Quantity Generator, including:
- Waste characterization, labeling, accumulation, and manifesting
- Biennial hazardous waste reporting (RCRA)
- Maintain contingency plans and emergency coordination
- Submit environmental reports such as:
- TRI/Form R (Toxic Release Inventory)
- Tier II Chemical Inventory Reports
- Annual Air Emissions Reports
- Maintain compliance with SPCC, NPDES, and SWPPP requirements.
- Manage universal and non-hazardous waste handling and recycling programs.
- Conduct periodic environmental inspections and maintain facility records.
- Support compliance with local ordinances and corporate environmental initiatives.
- Oversee safety programs and OSHA compliance for three facilities, including:
- Hazard Communication (HazCom/GHS)
- Lockout/Tagout (LOTO)
- PPE, machine guarding, and forklift safety
- Respiratory protection and confined space (as applicable)
- Conduct safety inspections, conduct incident investigations, and implement corrective actions.
- Maintain OSHA logs (300, 300A, 301) and ensure proper recordkeeping and reporting.
- Lead Safety Committees, toolbox talks, and employee engagement programs
- Serve as company liaison with regulatory agencies (Illinois EPA, OSHA, local authorities
- Develop and conduct EH&S training for employees, contractors, and new hires.
- Work closely with plant managers, maintenance, and production teams to integrate EH&S into daily operation
- Ensure hazardous waste handler training (initial and annual) is completed.
- Maintain training records, SDS management system, inspection reports, and compliance files.
- Lead safety committees, toolbox talks, and employee engagement programs
EDUCATION & EXPERIENCE
- Bachelor’s degree in environmental science, Occupational Safety, Chemical Engineering, or related discipline
- 5-10 years of EH&S experience in a manufacturing setting (adhesives, coatings, or chemical, preferred).
- Direct experience with FESOP permitting and LQG hazardous waste management.
- Working knowledge of federal, Wisconsin and Illinois environmental and safety regulations.
- Proficiency with EPA/IDEM reporting systems (TRI-MEweb, CDX, Tier2 Submit).
- Strong communication, organizational, and technical writing skills.
- Willingness to travel regularly between three facilities.
- Preferred certifications: OSHA 30-Hour, HAZWOPER 40-Hour, CSP, or CHMM.
WORK ENVIRONMENT
- Combination of offices, laboratories, and plant floor environments.
- Potential exposure to chemical materials, noise, and moving equipment.
- Use of PPE required; occasional emergency response duties may apply.
- Potential Remote 15-20%
- Travel between facilities as needed (estimated 30-40%) to ensure consistent program execution.
