Position Summary
- Title: Construction Project Manager – OSP Fiber Infrastructure
- Focus: Functional Operations, Program Controls, and Contractor Governance
- Work Environment: Remote or Office-Based (Non-Field, with minimal travel as required for client reviews)
- Role Intent: Drive the planning, scheduling, financial governance, and vendor delivery of large-scale outside plant fiber construction programs (FTTH, dark fiber, and middle-mile) from design handoff through final system closeout.
Program Management & Schedule Control
- Establish, baseline, and manage master project schedules across multi-market fiber build programs.
- Track critical-path milestones across civil construction, cable placement, and splicing.
- Identify operational bottlenecks, weather delays, or municipal hold-ups early to adjust deployment plans and protect committed ready-for-service (RFS) dates.
- Facilitate weekly operational syncs with client leadership, engineering leads, and prime construction contractors.
Contractor Oversight & Functional Governance
- Act as the primary operational interface for prime contractors and construction partners, establishing clear production expectations without requiring direct field presence.
- Review daily production logs, linear footage totals, footage-to-plan variances, and contractor crew allocation against contractual deliverables.
- Administer construction contracts, enforce scopes of work, and review contractor change order requests for validity, pricing accuracy, and schedule impact.
- Implement corrective action plans when contractor productivity, safety compliance, or delivery speed falls below project standards.
Budgeting & Financial Administration
- Oversee capital expenditure tracking, unit-price cost validation, and ongoing budget reconciliation across all active fiber segments.
- Review and approve contractor milestones, invoices, and pay applications against verified completed work and engineering cut sheets.
- Manage variance reporting to forecast final program costs, identify scope creep, and maintain strict contingency controls.
- Coordinate with external utilities and right-of-way stakeholders to resolve access conflicts before crews mobilize.
Materials Management & Logistics Support
- Partner with procurement and logistics specialists to align material availability (conduit, vaults, fiber cable, patch panels, and splice closures) with scheduled construction sequencing.
- Track major material deliveries, lead times, and inventory consumption rates to prevent job-site stand-downs.
- Audit contractor material reconciliation reports to minimize waste and surplus stock at program completion.
Reporting & Project Closeout
- Produce daily, weekly, and monthly KPI executive dashboards detailing production footage, budget burn, and route completions.
- Manage the delivery and validation of final closeout documentation, including redlines, as-built GIS packages, OTDR and power meter splice loss test results, and punch-list resolutions.
- Coordinate final milestone sign-offs and smooth operational handoffs to the client's network operations and maintenance divisions.
Required Qualifications & Experience
- 5+ years of telecommunications project management experience focused on Outside Plant (OSP) fiber optic construction.
- Proven background managing projects from a functional, operational, or PMO capacity rather than a direct field inspection track.
- In-depth understanding of OSP build workflows, including directional drilling, trenching, aerial lashing, micro-trenching, fiber splicing, and testing standards.
- Strong command of project management platforms, scheduling tools, and GIS/spatial mapping systems (such as Smartsheet, MS Project, Procore, ArcGIS, or QGIS).
- Demonstrated experience administering unit-rate and turnkey construction contracts, reviewing billing applications, and evaluating change orders.
- Bachelor's degree in Construction Management, Project Management, Engineering, Business, or equivalent industry experience.
