Argentum is seeking an experienced and collaborative Project Manager to help build an innovative workforce pathway for senior living professionals in rural Maryland.
This role will design and continuously improve a Registered Apprenticeship-based Senior Living Professional Certification pathway and a stackable Healthcare Administration career track serving senior living communities in Allegany, Garrett, Cecil, and Carroll Counties.
This is an opportunity for a hands-on project leader who is energized by building programs, working directly with employers and training partners, and translating workforce needs into practical curriculum, credentials, and career advancement opportunities.
What You'll DoIn this role, you will:
- Design and refine the apprenticeship curriculum and credentialing pathway in partnership with employers and training providers.
- Develop competency frameworks and training plans spanning the Foundations, Senior Living Professional, Senior Living Manager, and Executive Director stages of the career pathway.
- Work directly with employer partners to address apprentice support, coaching, and accommodation needs.
- Analyze apprentice outcomes and use the findings to improve curriculum, competencies, training plans, and credentials.
- Ensure curriculum and credentialing activities align with Maryland apprenticeship standards and deliver meaningful outcomes for apprentices and employers.
- Oversee regulatory compliance for Registered Apprenticeship Standards associated with the Senior Living Manager and Executive Director apprenticeships.
- Draft, negotiate, and manage employer partner agreements covering release time, mentoring commitments, wage progression, and participation requirements.
- Support the development and administration of subrecipient agreements, including scopes of work, budgets, deliverables, documentation, and reporting.
- Help align the workforce pathway with Maryland Assisted Living Manager licensure requirements.
- Coordinate contracting and compliance requirements connected to the rural Maryland participant service commitment.
- Support preparation and submission of program documentation for Maryland Apprenticeship and Training Council review and approval.
- Partner with the Program Manager and fiscal management staff to monitor grant compliance and contribute to quarterly reporting.
- Maintain organized employer agreements, contracts, licensure crosswalk materials, and compliance records.
- Support employer engagement and toolkit development so program materials are practical, compliant, and ready for use in the field.
The ideal candidate brings a strong combination of project management, curriculum design, regulatory compliance, and partner engagement experience.
Required Qualifications
- Bachelor's degree in business administration, public administration, human resources, or a related field. An equivalent combination of education and experience will also be considered.
- Three to five years of experience in project management, contract administration, or regulatory compliance, ideally within workforce development, healthcare, or apprenticeship programs.
- Experience designing competency-based curriculum, training plans, or credentialing frameworks.
- Ability to analyze outcomes data and turn findings into practical program improvements.
- Experience drafting, negotiating, or administering employer, partner, or subrecipient agreements.
- Strong regulatory research, documentation, and organizational skills.
- Excellent written and verbal communication skills.
- Ability to work effectively across employers, training providers, legal or regulatory advisors, program teams, and state agency partners.
Preferred Qualifications
- Knowledge of Registered Apprenticeship structures administered through the U.S. Department of Labor or a state apprenticeship agency.
- Experience in senior living, healthcare, workforce development, or apprenticeship programming.
- Familiarity with healthcare licensure requirements or regulatory crosswalks.
- Experience supporting grant-funded programs and federal grant compliance, including 2 CFR 200.
