Senior Human Resources Manager – US Operations 

Expert Technical Solutions is hiring a Senior Human Resources Manager for a global leader in energy infrastructure solutions. This company is expanding its international footprint with a brand-new manufacturing and operational facility in Westminster, South Carolina. DAY-TO-DAY: As the very first US HR hire, this high-impact leadership role is responsible for building and executing all US Human Resources operations from the ground up. Owning the complete employee lifecycle, key responsibilities include: 

• Establish core US HR operations, employee handbooks, workplace policies, and safety protocols aligned with federal, state, and local labor regulations (FLSA, FMLA, OSHA, EEOC, ERISA). 

• Partner with Austrian headquarters in Weiz and US leadership to design competitive US compensation, health, wellness, and retirement benefits packages tailored to the local market. 

• Direct full-cycle recruitment across engineering, production, technical, and administrative roles, identifying and managing third-party recruitment agencies, headhunters, background check vendors, and job board partnerships. 

• Develop and direct student internship and work-study initiatives in partnership with local universities and technical schools to support pipeline development. 

• Design and execute structured, high-touch onboarding programs to seamlessly integrate new hires into corporate culture, as well as clear, compliant offboarding and exit procedures. 

• Serve as the central communication lead and trusted advisor for all US employee messaging, inquiry resolution, team engagement, and workplace culture initiatives, acting as the primary HR liaison between US site leadership and Global HR in Austria. 

• Foster an inclusive, intercultural workplace culture that bridges European corporate values with US workplace norms. 

• Deliver regular HR reporting, workforce metrics, headcount tracking, and personnel cost analyses to international executive leadership. 

WHAT YOU’LL NEED: 

• 7+ years of progressive HR Generalist or HR Management experience within a manufacturing, industrial, or engineering environment. 

• Bachelor’s degree in Human Resources, Business Administration, or a related field. 

• Demonstrated experience evaluating, negotiating contracts with, and managing third-party talent vendors and staffing partners.

• Direct experience creating and managing end-to-end employee onboarding, orientation, and offboarding/separation frameworks. 

• Deep knowledge of US federal, state, and local employment compliance and risk management, complemented by exceptional interpersonal and communication skills across global time zones. 

• Must be authorized to work in the U.S. without requiring current or future sponsorship.
