HQS Violations Manager – Section 8
Overview
The HQS Violations Manager is responsible for overseeing the daily operations of the HQS Violations team within the Section 8 Department. This position directly supervises assigned staff and ensures Housing Quality Standards (HQS) inspections, violations, failed inspections, repairs, re-inspections, and related compliance matters are properly tracked, followed up on, and resolved within required timeframes.
The Manager works closely with Section 8 staff, Property Managers, Superintendents, maintenance teams, residents, and housing agencies to ensure compliance requirements and departmental expectations are met.
Responsibilities
Responsibilities include, but are not limited to:
- Supervise and oversee the daily activities of the HQS Violations team.
- Assign and prioritize staff workloads and monitor completion of assignments.
- Establish clear expectations and ensure staff meet departmental deadlines and performance standards.
- Provide ongoing training, guidance, coaching, and support to assigned employees.
- Review staff work for accuracy, completeness, and timely follow-up.
- Monitor employee productivity and address performance, workflow, or accountability concerns as appropriate.
- Assist with performance evaluations and corrective action in coordination with management and Human Resources.
- Ensure adequate departmental coverage and redistribute assignments when necessary.
- Oversee and maintain the HQS inspection and violation calendar.
- Monitor scheduled inspections, failed inspections, violations, re-inspections, and correction deadlines.
- Ensure failed inspection items and violations are promptly assigned and followed through to completion.
- Oversee the generation and tracking of work orders related to HQS deficiencies and violations.
- Follow up with Property Managers, Superintendents, maintenance staff, and other responsible parties regarding outstanding repairs.
- Monitor open and aging violations and escalate overdue or unresolved matters when necessary.
- Coordinate inspection, repair, and re-inspection appointments with residents, property staff, inspectors, and housing agencies.
- Ensure required notices and correspondence are prepared and distributed timely.
- Maintain accurate HQS tracking reports, violation logs, inspection records, work orders, and compliance documentation.
- Ensure completed repairs are properly documented and submitted for re-inspection or violation closure when required.
- Monitor recurring inspection failures or compliance issues and communicate concerns to management.
- Prepare and provide management with updates regarding open violations, outstanding repairs, upcoming deadlines, and departmental performance.
- Serve as a point of contact for escalated HQS inspection and violation matters.
- Communicate professionally with residents, housing agencies, property staff, and internal departments regarding inspections, repairs, and compliance matters.
- Assist with audits, agency requests, special projects, and other Section 8/HQS compliance initiatives.
- Perform other related duties as assigned by management.
Required Qualifications
- At least 4 years of prior experience in Section 8, affordable housing, property management, HQS inspections, housing violations, or housing compliance.
- Prior supervisory, management, or team-lead experience.
- Knowledge of Housing Quality Standards (HQS) and Section 8 inspection and compliance processes.
- Ability to effectively supervise employees, delegate responsibilities, manage workloads, and monitor staff performance.
- Strong leadership, organizational, and follow-up skills.
- Ability to manage multiple priorities, deadlines, and time-sensitive compliance matters.
- Strong attention to detail and commitment to maintaining accurate records and documentation.
- Strong problem-solving and decision-making skills.
- Excellent verbal and written communication skills.
- Ability to communicate effectively and professionally with employees, residents, housing agencies, property management staff, and senior management.
- Ability to identify and appropriately escalate compliance, performance, or operational concerns.
- Proficiency with Microsoft Office, email, spreadsheets, property management systems, and other applicable computer systems.
- Ability to work independently while effectively managing and collaborating with a team.
- Ability to maintain confidentiality and exercise sound professional judgment.
