The Town of Falmouth welcomes applications from experienced, collaborative, and service-oriented professionals to lead the Beach Division of the Community Services Department and oversee operations of the Town’s ten public beaches. Falmouth’s beaches are a defining part of its coastal identity and summer visitor experience and offer opportunities for swimming, recreation, relaxation, and connection with the shoreline’s natural beauty. This position leads the staff, services, and operations that make the beaches safe, accessible, welcoming, and enjoyable.

Position Structure and Planned Transition: The position as advertised is full-time, year-round, benefit-eligible, and works 40 hours per week. As the Town transitions from seasonal Beach Superintendent leadership to full-time, year-round management of the Beach Division, the selected candidate will initially be appointed as Assistant Recreation Director for Beaches, with responsibility for leading Beach Division operations.

At the April 2027 Town Meeting, Town management will seek approval to transition this position to Beach Director under the Technical, Administrative, and Management (TAM) Grade T-9 wage schedule. If approved, the selected candidate for this recruitment will transition to the Beach Director position without reapplication. The proposed title, classification, and future compensation are subject to Town Meeting approval.

Position Overview and Key Responsibilities: Reporting to the Assistant Town Manager, this position leads all aspects of Beach Division operations. The schedule varies seasonally and includes summer weekends, early mornings, holidays, periodic evening meetings, and extended or irregular hours as needed for operations, staffing, and weather and other events. Key responsibilities include:

  • Annual recruiting, training, scheduling, supervising, and evaluating approximately 150 seasonal full-time and seasonal part-time employees;
  • Developing and implementing operational policies, safety procedures, staff training, and emergency response protocols;
  • Overseeing lifeguard, swim instructor, and parking attendant operations, ensuring adequate staffing and regularly visiting beach locations to assess safety and service delivery;
  • Administering beach sticker and daily parking ticket sales and revenue collection, ensuring accurate records, secure handling of receipts, and timely deposits;
  • Providing proactive and responsive public communication and customer service, resolving concerns, and ensuring consistent and equitable administration of beach rules;
  • Coordinating beach maintenance, facilities cleanliness and readiness, and seasonal opening and closing activities with the Department of Public Works and other Town staff, and providing operational direction to concession vendors;
  • Preparing and administering operating and capital budgets and overseeing payroll, purchasing, expenditures, and financial recordkeeping;
  • Developing long-range plans for beach services, facilities, and equipment to improve safety, accessibility, efficiency, and the beach experience;
  • Ensuring compliance with applicable local, state, and federal safety and environmental requirements;
  • Attending meetings of the Beach Committee, currently held at 6:00 p.m. on the third Wednesday of each month, and providing operational updates and information to support the Committee’s advisory role to the Select Board; and
  • Collaborating with public safety agencies, the Department of Public Works, other Town departments and divisions, and external groups to address incidents, weather events, and operational challenges.

Minimum Qualifications: Bachelor’s degree in recreation management, leisure studies, or a related field and a minimum of five (5) years of progressively responsible related experience, including at least two (2) years of supervisory experience managing beach or recreational programs, preferably in a municipal setting; or any equivalent combination of education, training, and experience which demonstrates possession of the required skills and abilities necessary to perform the essential functions of the position.

A valid driver’s license and current certifications in American Red Cross Lifeguard Management, CPR, First Aid, and First Responder are required.

The successful candidate will demonstrate initiative, sound judgment, and strong customer service, communication, and organizational skills, with the ability to motivate seasonal employees, respond calmly and effectively to incidents and emergencies, and build productive relationships with staff, residents, visitors, and external partners.

Anticipated Starting Salary and Benefits: Initial compensation will be at Step 6 ($39.24/hour | $1,569.60/week) or Step 7 ($40.81/hour | $1,632.40/week) of Grade A-09 of the 7-step AFSCME Unit A wage schedule, commensurate with qualifications and experience. Subject to April 2027 Town Meeting approval, the annual salary range for the Beach Director position is anticipated to be approximately $105,000 to $117,000.
