General Summary

Execute a Corporate worksite Health and Safety program at the assigned facility and develop and administer site-specific Health and Safety programs, consistent with established Company policies and in accordance with applicable regulations and standards. Train workforce on safety procedures and requirements. Ensure all elements of contract safety requirements are being followed and adopted. Reports to Site Level Program Manager.

The Site Safety and Health Officer (SSHO) is primarily responsible for preparing and enforcing the Contractor's safety program under the contract, ensuring compliance with EM 385-1-1 Section 1, 29 CFR 1926.16, and all applicable contractual safety requirements.

Essential Duties and Responsibilities

  • Prepare and enforce the Contractor's safety program in accordance with contract requirements.
  • Ensure compliance with EM 385-1-1 Section 1, including paragraph 01.A.17 and all associated sub-paragraphs, and the requirements of 29 CFR 1926.16.
  • Ensure that the applicable requirements of 29 CFR 1910 and 29 CFR 1926 are met.
  • Collect and maintain the certified EMR ratings for all subcontractors on the project and make them available to the Government upon request.
  • Collect and maintain self-certified OSHA DART rates for all subcontractors on the project and make them available to the Government upon request.
  • Prepare the Accident Prevention Plan (APP) and update as required.
  • Periodically review the Activity Hazard Analysis (AHA) at each service site and for each sub-annex to assess the effectiveness of the Contractor's overall APP.
  • Maintain thorough knowledge of all safety, environmental, and energy requirements associated with the work employees perform.
  • Become familiar with and comply with all applicable activity regulations, directives, and instructions, including fire, traffic, safety, and security regulations.
  • Attend meetings as required by the contract.
  • Audit the workplace for hazards, develop solutions to eliminate those hazards, communicate corrective actions to employees, and evaluate implementation progress.
  • Evaluate hazardous conditions and recommend procedural or administrative controls and/or personal protective equipment.
  • Schedule, coordinate, and deliver safety training to the workforce; maintain training documentation and attendance records.
  • Investigate property damage and personal injury accidents to determine causes and methods to prevent recurrence.
  • Prepare incident and accident reports for management review and as required by OSHA and other regulatory agencies.
  • Facilitate and execute the Company Safety Program and promote a positive safety culture.
  • Coordinate workers' compensation cases with corporate and insurance carrier personnel.
  • Perform other duties as assigned.

Knowledge, Experience and Skill Requirements

  • Must meet the requirements of EM 385-1-1 Section 1.
  • Training, experience, and qualifications must meet the requirements of EM 385-1-1 paragraph 01.A.17, Site Safety and Health Officer (SSHO), and all associated sub-paragraphs.
  • Must have a minimum of five (5) years of satisfactory experience preparing and enforcing safety programs on contracts of similar size and complexity; or three (3) years of experience if possessing a Certified Safety Professional (CSP) certification or a safety and health degree.
  • Must have completed the OSHA 30-hour Construction Safety course or equivalent.
  • Must maintain professional competency through a minimum of 24 hours of formal safety and health-related coursework every four (4) years.
  • Experience must include direct engagement in at least one (1) full The Joint Commission (TJC) or equivalent survey at a major hospital facility.
  • Must be able to speak, read, and comprehend English sufficiently to understand printed regulations, detailed written orders, operating procedures, training instructions, and related materials.
  • Must provide proof of U.S. citizenship.
  • Management personnel must possess a SECRET security clearance.
  • Associate's degree in Safety Management or a related field; bachelor's degree preferred.
  • Excellent communication skills, including the ability to convey information effectively in writing, presentations, and verbal communications.
  • Familiarity with applicable environmental, health, and safety regulations and standards.
  • Proficiency in Microsoft Office Suite.

Physical, Environmental and Sensory Requirements

  • Works in office areas as well as throughout the facility.
  • Physical demands include intermittent sitting, standing, and walking, and occasional bending, reaching, and lifting.
  • Limited exposure to elements such as heat, cold, noise, dust, and dirt, generally not to the point of being disagreeable.
  • Minimal exposure to chemicals such as cleaning solutions; minimal exposure to blood and other bodily fluids.

Salary: $90,000 - $100,000
