Pet Care Needed

They are both females one is 5 yrs old and the other is 6 months old both housebroken. The older one has to be tied or in a very high fenced area cause she escapes. The younger one has never been tied out or been even trained to be tied out. The pup is still in training so she is still learning commands. The older one will listen but is very skittish to fast movement or load voices. She is a rescue dog from the streets so if she gets lose she goes straight into survivor mode. Won't come on command or treats.
