Position Overview
Join Agile Facilities Solutions, LLC (AFS) supporting the U.S. Department of State (DOS) environmental, health and safety (EHS) program. The EHS Specialist – Special Programs is a senior Certified Industrial Hygienist and a key personnel position on the contract. This is a contractor position, not Federal Government employment.
The incumbent plans, runs and documents the specialized occupational health programs that protect DOS employees, contractors and visitors at DOS domestic facilities. The role combines hands-on field work, such as exposure assessments, sampling and inspections, with program management, training, recordkeeping and technical reporting. The incumbent reports in person to the DOS facility in Washington, DC, and travels to other DOS sites as tasks require.
Key Responsibilities
Industrial Hygiene Exposure Assessments
Plan and conduct qualitative and quantitative exposure assessments for chemical, physical and biological agents, including air sampling, noise dosimetry, and surface and bulk sampling. Select accredited laboratories, manage chain of custody, and interpret results against OSHA permissible exposure limits, ACGIH TLVs and other applicable limits.
Investigate indoor air quality, mold and water-intrusion concerns and recommend and verify corrective actions. Assess hazards from renovation and construction work, including dust, silica, lead and asbestos disturbance.
Special Programs Management
Develop, update and administer DOS written programs, such as respiratory protection, hearing conservation, hazard communication, asbestos and lead operations and maintenance, confined space, lockout/tagout and laboratory safety. Conduct program audits and annual reviews and track findings to closure. Support medical surveillance, respirator fit testing and exposure recordkeeping in coordination with authorized medical personnel.
Inspections & Compliance
Perform safety and health inspections of DOS domestic facilities against OSHA (29 CFR 1910, 1926 and 1960), EPA requirements and DOS policy (15 FAM 900 series). Review contractor safety submittals, job hazard analyses and abatement plans, and oversee abatement and clearance sampling. Investigate occupational illnesses, exposures and incidents to identify root causes and preventive measures.
Administrative & Technical Writing Functions
Prepare clear technical reports with findings, data and prioritized recommendations within contract deadlines. Develop and deliver training to DOS staff and contractors on industrial hygiene topics and program requirements. Advise the Contracting Officer’s Representative (COR), facility managers and the AFS EHS Project Manager, and present findings to management.
Mentor and provide technical review for the Industrial Hygiene & Safety Specialists on the contract. Maintain sampling equipment calibration and records, and request laboratory, equipment and travel costs through the AFS Project Manager for COR approval.
Required Qualifications
A Bachelor of Science (BS) degree in industrial hygiene, occupational or environmental health, chemistry, biology, engineering or a related science, and at least ten years of progressive industrial hygiene experience, including at least five years managing occupational health programs, are required. Active Certified Industrial Hygienist (CIH) certification is required and must be maintained throughout performance.
The work calls for working knowledge of OSHA 29 CFR 1910, 1926 and 1960, EPA asbestos and lead rules, ACGIH TLVs and NIOSH methods, and the ability to plan exposure assessments, analyze data, write technical reports, brief managers and deliver workforce training. A valid driver’s license and the ability to travel regularly to DOS sites, including occasional overnight trips, are required. U.S. citizenship and the pre-start requirements below apply.
Preferred Qualifications
A master’s degree; Certified Safety Professional (CSP) certification; current AHERA asbestos inspector or project designer accreditation; EPA or state lead inspector or risk assessor certification; OSHA 500/510 trainer credentials; and prior support to DOS or another Federal agency safety, health and environmental program, including familiarity with 15 FAM and Executive Order 12196, are desirable. These are preferences, not additional minimums.
Work Environment & Schedule
Full-time, onsite, Monday through Friday. The candidate must report in person to the U.S. Department of State facility at 2201 C Street NW, Washington, DC 20520, and travel to other DOS domestic sites as directed. Some evening or weekend work may be needed to sample when buildings are unoccupied. Travel is authorized in advance and reimbursed under the contract.
Work takes place in offices, mechanical rooms, crawl spaces, rooftops, construction areas and laboratories, and may involve exposure to dust, chemicals, noise and temperature extremes with required personal protective equipment. The candidate must be able to climb ladders, work in confined or elevated spaces, carry sampling equipment of up to about 40 pounds, and wear a tight-fitting respirator after medical clearance and fit testing.
Before starting work, the candidate must pass a background check and obtain a DOS badge, and must keep both current for the life of the contract. U.S. citizenship is required. Selection does not guarantee Government acceptance or a start date.
Remain accountable to AFS management and coordinate technical work with designated Government stakeholders. Identify as a contractor in all DOS meetings, email and phone listings. Protect all non-public DOS information, personnel and medical information, and Government records on a need-to-know basis.
