Join North Wind - Accelerating National Advantage
At North Wind, we are advancing hypersonic technologies through cutting-edge research, system development, and flight testing. Our team drives innovation in high-speed aerodynamics, propulsion systems, and mission-critical components, supporting every phase of hypersonic programs - from R&D to flight testing, if you are passionate about pushing technological boundaries in a dynamic environment, we invite you to join us.
Position Overview:
The Senior Owner’s Representative serves as the primary on-site extension of the Owner’s leadership team, providing technical, financial, and operational oversight for a premier $500M+ capital construction program. Joining during early design and design development, the Senior Owner’s Rep will actively safeguard the Owner’s financial, schedule, and quality interests across the entire project lifecycle—from schematic design review and pre-construction procurement through construction execution, commissioning, and final building acceptance. This role requires a seasoned capital projects expert with direct experience executing mega-scale commercial, industrial, or institutional construction programs. The ideal candidate blends deep field-level construction expertise with high-level program administration capabilities to manage the outside General Contractor, control risk, evaluate change orders, and align project delivery with the Owner’s overarching objectives.
Key Responsibilities:
- Pre-Construction & Design Development Oversight:
- Design Management & Constructability Review: Collaborate with the A/E team during Schematic Design (SD) and Design Development (DD) phases to perform constructability reviews, value engineering (VE), and schedule validation.
- Cost & Budget Alignment: Interrogate cost estimates, baseline schedules, and Guaranteed Maximum Price (GMP) or lump-sum proposals submitted by the General Contractor. Ensure scope alignment across design packages.
- Contract & Procurement Support: Assist the Owner’s Program Manager in negotiating GC contracts, trade partner scopes, long-lead equipment procurement strategies, and risk-allocation provisions.
- Permitting & Regulatory Strategy: Oversee local, state, and federal permitting strategies, environmental compliance, and municipal approvals.
- On-Site Construction & Field Governance:
- Field Presence & Quality Assurance: Maintain a consistent on-site presence (50–75%) to monitor active site operations, verify safety protocols, ensure compliance with design documents, and oversee GC Quality Control (QC) programs.
- GC Performance Monitoring: Serve as the primary operational conduit between the Owner’s Program Manager and the GC’s leadership team, driving contractor accountability against baseline schedules (Critical Path Method/P6).
- Change Management & Cost Control: Rigorously evaluate GC Change Order Requests (CORs), Requests for Information (RFIs), potential variance notices, and field directives. Verify quantum and entitlement before presenting recommendations to the Program Manager.
- Pay Application Verification: Perform monthly physical work-in-place progress audits to validate GC application for payment, unit pricing, stored materials, and subcontractor lien waivers.
- Stakeholder Alignment & Reporting:
- Cross-Functional Communication: Facilitate regular progress meetings (OAC — Owner/Architect/Contractor), site inspections, and executive alignment sessions.
- Risk Mitigation: Identify emerging technical, supply chain, labor, or schedule risks early; develop actionable mitigation plans for the Owner’s Program Manager.
- Executive Dashboards: Prepare monthly executive summaries detailing budget performance, schedule variance, quality milestones, safety performance (TRIR/DART), and pending exposure items.
- Commissioning, Closeout & Building Acceptance
- Testing & Commissioning (T&C) Oversight: Direct the integration of independent commissioning agents, municipal inspectors, and operational teams to verify building systems performance (MEP/FP, building envelope, automation).
- Punch List & Transition Management: Oversee punch list creation, execution, and verification; ensure zero outstanding high-priority items prior to Substantial Completion.
- Turnover & Documentation: Ensure receipt of complete Operation & Maintenance (O&M) manuals, as-built drawings, warranties, spare parts inventories, and Certificates of Occupancy (COO).
- Financial Closeout: Audit final subcontractor billings, resolve outstanding claims, enforce liquidated damages or incentive agreements where applicable, and complete final contract closeout.
- Required Qualifications & Experience:
- Experience Level: Minimum 12–15+ years of progressive experience in construction management, capital project administration, or Owner’s Representation.
- Mega-Project Track Record: Proven track record of managing single ground-up or major expansion projects budgeted at $500M or greater (or managing a portfolio of projects totaling $1B+).
- Full-Lifecycle Exposure: Demonstrated experience navigating projects from preliminary design through design development, construction execution, commissioning, and final turnover.
- Contract Delivery Mastery: Deep knowledge of various project delivery methods, including CM at Risk (CMAR), Design-Build (DB), Integrated Project Delivery (IPD), and lump-sum construction management.
- Technical Proficiency:
- Advanced proficiency in project management software (Procore, e-Builder, Kahua, or similar).
- Strong working knowledge of Primavera P6 schedule analysis and Critical Path Method (CPM) evaluation.
- Familiarity with Building Information Modeling (BIM/Navisworks) for design coordination and clash detection.
- Comprehensive knowledge of AIA/AGC standard contract forms, building codes, and safety standards (OSHA 30-Hour).
Education & Professional Certifications:
- Education: Bachelor’s degree in Construction Management, Civil Engineering, Program Management, Mechanical/Electrical Engineering, Architecture, or a related technical field.
Preferred Certification:
- Certified Construction Manager (CCM) — CMAA
- Project Management Professional (PMP) — PMI
- Professional Engineer (PE) license or Registered Architect (RA)
- LEED AP or safety-specific designations (OSHA 30)
