Seeking an accomplished, execution-focused Senior IT Project Manager to strengthen delivery of U.S. Forces Japan (USFJ) infrastructure modernization projects. The successful candidate will rapidly assess active work, direct technical and subcontractor coordination, remove schedule and logistics barriers, and secure documented completion and Government acceptance.
Work Location: On-site in Honolulu, HI, with travel to Japan based upon the needs and direction of the customer.
Basic Required Qualifications and Skills: Note: These are mandatory items that all candidates must have when submitting an application to IMC for this position. Please ensure that your submission addresses each of these requirement items. Candidates without these required elements will not be considered.
- Minimum 10 years of progressively responsible IT infrastructure or technology project management experience, including substantial leadership of complex DoD or federal modernization projections.
- Possess current Project Management Professional (PMP) certification in active status.
- Bachelor’s degree in project management, information technology, engineering, business, or a related field, from an accredited institution.
- Demonstrated success recovering constrained projects and achieving formal customer acceptance, with specific examples of schedules, scope, vendors, and deliverables managed.
- Working knowledge of enterprise networks, IT infrastructure, AV/VTC systems, data center or facilities coordination, and secure government operating environments; hands-on network architecture certification is not required.
- Proficiency with Microsoft Project, Excel, PowerPoint, and project status or risk dashboards; ability to maintain integrated, dependency-driven schedules.
- Excellent Government-facing communication, subcontractor oversight, sound judgment, and ability to work independently with limited ramp-up time.
- Strong self-motivation and ability to stay focused, with ability to organize and plan work independently or collaboratively in a rapidly changing environment.
- Analytical mindset with attention to detail, accuracy, and consistent follow-through with ability to exercise discretion and independent judgment when handling situational occurrences.
- Ability and willingness to travel promptly to Yokota Air Base, Japan, and remain on site for extended periods when required; availability to support mission-driven nonstandard hours.
- Please note that pursuant to a government contract, this specific position requires U.S. Citizenship.
- All applicants must have current DoD Secret clearance day one and prior to entry on duty, with the ability to pass an SSBI background investigation to up-scope their clearance to Top Secret.
Desired Qualifications and Skills: It is desirable that the candidate have the following qualifications:
- Prior service in the U.S. Marine Corps, or substantial experience supporting Marine Corps and joint military organizations. Marine Corps experience is preferred, not required; demonstrated delivery performance is the deciding consideration.
- Prior experience supporting USFJ, USARPAC, USARJ, or another Indo-Pacific DoD command, especially work performed at Japanese installations.
- Experience with Government SAT and DD250 acceptance workflows, secure equipment logistics, facilities interfaces, and subcontractor remediation.
- Graduate education or advanced program management experience, including responsibility for multiple concurrent technical workstreams.
Essential Duties and Responsibilities: This position will include, but is not limited to, the following tasks:
- Take ownership of assigned USFJ project work packages and establish actionable completion plans, accountable owners, dependencies, risks, and escalation paths.
- Drive Yokota modernization efforts involving command-and-control and conference capabilities, audiovisual/video teleconferencing, network infrastructure, secure equipment integration, and related facility dependencies.
- Coordinate the completion of remaining system setup, operations center equipment fixes, building upgrades, and power and climate-control work, along with other authorized work as assigned.
- Direct technical working groups and day-to-day coordination with USFJ Government representatives, engineers, subcontractors, suppliers, logisticians, and contract leadership.
- Maintain accurate integrated schedules in Microsoft Project or equivalent, including critical paths, resource constraints, material arrivals, site access, installation windows, testing, and acceptance milestones.
- Anticipate and resolve execution obstacles related to procurement, shipping, facilities, access approvals, contractor mobilization, and mission-driven schedule changes.
- Track project performance against approved scope, schedule, funding, and deliverables; elevate material risks early with decision-ready recovery alternatives.
- Lead final testing coordination, punch-list resolution, Government System Acceptance Test (SAT) preparation, signed acceptance, as-built records, property documentation, and turnover packages.
- Provide concise written and verbal status updates to Government stakeholders and the contract Program Management Office; maintain evidence-backed action and decision logs.
