Senior Business Analyst - Application Modernization

Location: Dauphin County, PA; Pennsylvania offices available statewide for onsite work

Work Arrangement: Hybrid, 2 days onsite per week including Wednesday; 3 days remote

Schedule: 40 hours/week, 5 days/week

Contract: Nov 9, 2026 - Jul 3, 2027. Historically, these roles are extended for an additional year.

Our client is seeking an experienced Senior Business Analyst to support the modernization of a critical consumer-complaint application used to resolve public complaints involving utility companies. The role focuses on requirements gathering, solution design support, and testing within a larger, multi-year modernization initiative.

The successful candidate will collaborate with business subject-matter experts, the Product Manager, Product Owner, Data Modeler, and Developers to identify improvements while retaining essential legacy functionality. The work combines independent analysis, cross-functional collaboration, recommendations, and functional validation of changes.

" Document the existing CAI application requirements and verify that all key functionality is accounted for.

" Prioritize requirements and connect them to legislative and policy requirements where applicable.

" Work with business units and recommend improvements to the system.

" Propose new features that deliver business value.

" Partner with the Product Manager to translate business requirements into clear user stories and acceptance criteria.

" Assist with analysis of technical approaches, including potential platform, architecture, and integration decisions.

" Help the Product Manager ensure business requirements are clearly understood by the technical delivery team.

" Support change management, user adoption, and training for the modernized solution.

" Help ensure the solution meets applicable security, WCAG accessibility, data privacy, and compliance standards.

" Identify risks, dependencies, and impediments.

" Provide status updates and recommendations to IT leadership and business sponsors.

" Senior business analysis experience, including substantial work in a senior analyst capacity.

" Experience analyzing legacy applications or leading requirements gathering for digital transformation.

" Strong requirements elicitation and translation into clearly understood user stories.

" Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps, Jira, or similar platforms.

" Experience testing large projects and leading and coordinating user acceptance testing (UAT).

" Excellent written and verbal communication with technical and non-technical audiences.

" Strong organization and prioritization skills, including management of competing demands.

" Analysis relating to enterprise application modernization, including migration from legacy platforms toward modern architecture.

" Process improvement and business process reengineering.

" Knowledge of WCAG 2.1 accessibility standards and public-sector compliance requirements.

" Experience with Pennsylvania government agencies or similar public-sector organizations.
