POSITION SUMMARY

The Housing and Community Resource Specialist is responsible for managing program eligibility determinations for housing assistance program. The Specialist determines the tenants' and landlord's eligibility to participate in subsidized housing programs, negotiates contracts with landlords, issues subsidy payments to landlords, enforces program compliance with tenants and landlords, and makes referrals to outside agencies according to the customers needs.

Fundamental components include, but are not limited to:

* Schedules and conducts initial, periodic and annual case reviews to verify client eligibility.

* Uses proper interviewing techniques to obtain accurate information and verifications and accurately calculates housing subsidy and rent amounts.

* Explains policies, procedures and required forms to clients and ensures they understand them.

* Assists clients with the completion of paperwork as necessary.

* Provides information to clients on the availability of community resources and provides information on the procedures for accessing outside agencies according to their needs.

* Issues Section 8 vouchers, and explains programs and procedures in individual and group settings.

* Completes accurate and timely data entry of client information according to established procedures.

* Ensures that inspections are scheduled in a timely manner.

* Ensures housing assistance payments are issued accurately and timely.

* Terminates client program participation in accordance to the established policies and procedures.

* Prepare and submit correspondence to clients and landlords.

* Reviews leases to be in compliance with program requirements and tenant and landlord laws.

* Complete eligibility determinations for the Low Income Housing Tax Credit programs and other housing assistance programs as assigned.

* Maintain the security of confidential information according to established procedures.

* Provides excellent customer service to LHA clients and the general public and promotes positive client relations

Qualification Requirements:

* 5 years related experience required.

* Broad knowledge of community resources required.

* Ability to interpret rules, regulations and policies and to make decision in accordance with established policies (ex: state rules and regulations, issues associated with Housing Authority) required.

Ability to utilize a personal computer to input and retrieve data and generate reports using a variety of software programs and databases.

* Ability to prioritize tasks and complete projects within a specified time frame.

* Ability to meet deadlines and program requirements for large caseloads.

* Excellent oral and written communication skills.

* Ability to establish and maintain effective working relationships with co-workers, supervisors, clients, landlords and the general public.

* Ability to communicate effectively and work within a culturally diverse work environment including obtaining and utilizing interpreters.

* Ability to effectively interview clients to obtain necessary information.

* Must be attentive to detail to ensure accuracy in program compliance and benefit issuance.

Preferred Skills and Experience:

* Experience in determining eligibility for programs or services or experience is preferred.

* Tax credit experience strongly preferred.

Education:

A Bachelor's degree in Business Administration, Human Services or a related field, or an equivalent combination of education and experience is required.
