Job Description:

Leidos is seeking an Enterprise Resource Manager to support the Service Management, Integration, and Transport (SMIT) contract. SMIT is the largest IT services program for the Navy, delivering the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service.

The Enterprise Resource Manager will serve as a member of the NGEN-SMIT Program Management Office (PMO), providing oversight of all three domains, NMCI, ONE-Net and MCEN. Program support includes, but is not limited to: support internal meetings and deliverables associated with staffing, providing oversight of requisition development and verification, ensuring Leidos and Subcontractor onboarding success, managing enterprise staffing projections, drive internal program execution tasks associated with staffing, supporting data management efforts via the program resource management tool, and supporting incumbent staffing efforts. The ideal candidate will have an understanding of project management processes in order to support staffing objectives, inclusive of risk identification and mitigation, change, and cost management. In this position, the Resource Manager will need to exhibit strong leadership skills, and the ability to work with program and functional teams to drive tasks to closure.

Primary Responsibilities

  • Responsible for the oversight/development of the Resource Management System; managing data integrity, identifying anomalies and working with respective resource managers and coordinators to rectify issues

  • Oversee staffing efforts for transition and execution phases of SMIT

  • Support internal reporting requirements, inclusive of IPR’s, Executive Briefings, and Division leadership meetings

  • Coordinate metrics reporting with NMCI, MCEN and ONE-Net for weekly briefings

  • Ability to identify similarities between all domains, and develop processes to ensure consistency among SMIT

  • Comprehensive understanding of the NMCI, MCEN and ONE-Net staffing baselines

  • Coordinating resource management tasks with functional staff, inclusive of security, subcontracts, contracts, and finance

  • Develop and execute staffing strategies in support of efficient hiring

  • Ability to work within all domains to understand onboarding requirements and develop execution plans  

  • Serve as the primary point of contact for subcontractor/partner questions, and maintaining relationships

  • Strong analysis skills, with the ability to review data and succinctly communicate status or areas of concern

  • Serve as a liaison between Talent Acquisition (TA) and Human Resources (HR), responding to data call requests

  • Collaborate with domain Resource Managers to compile staffing risks, and escalate to ensure risks are reported, monitored, and mitigated via the risk register

  • Supervise domain resource managers, providing guidance and leadership to ensure team collaboration and success

  • Ability to assist Leidos’ Subcontracting Team with staffing data calls and requests submitted by teammates

  • Serve as a contributor to the PMO, interfacing with all program levels and functional disciplines to improve processes and procedures. Functional disciplines include finance, contracts, subcontracts, TA, HR and security

  • Support the documentation of customer onboarding and staffing requirements at CONUS and OCONUS locations  

  • Proactively identify solutions when issues arise and coordinate with the appropriate stakeholders, when required

  • Manage certification requirements and developing processes to ensure compliance

  • Define processes to ensure accurate time charging and cost reporting

  • Participation in domain specific staffing meetings to monitor status and actions


Basic Qualifications

  • BA/BS or equivalent experience and 5+ years or prior relevant experience or Masters with 3+ years of prior relevant experience. 2+ years of experience supervising or leading teams or projects.

  • Prior experience translating an Estimate-at-Complete (EAC) to a comprehensive staffing baseline

  • Desire to succeed in an ambiguous environment, with the fortitude to drive tasks to closure

  • Combination of strong analysis, planning, organization, and consensus-building abilities with effective resolution, negotiation, and relationship-management skills

  • Understanding of the integration of data points to accurately project metrics

  • Experience with the analysis and management of resource management systems

  • Strong leadership skills, with the ability to lead meetings with TA/HR, Subcontracts, and Program personnel

  • Prior experience with labor category management, and understanding of SCA positions

  • Prior exposure with resource management tasks; inclusive, but not limited to: requisition development, job code alignment, subcontractor staffing support, candidate identification and tracking, and cost and data management

  • Understanding of program and staffing documentation, inclusive of Basis of Estimates, EACs, Staffing Models/Projections, and Program Management Plans

  • Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment

  • Prior experience working with TA and compensation in support of Leidos’ hiring practices and requirements

  • Managing onboarding requirements, and communicating to respective stakeholders

  • Excellent communication skills to include verbal and written to support monthly CDRL’s

  • Work with TA to coordinate outreach and marketing efforts

  • Understanding of requirements and documents associated with OCONUS staffing

  • Working knowledge of work authorization processes (both direct and indirect)

  • Proficiency with MS Office Products (Outlook, Word, Excel, SharePoint, and PowerPoint)

  • Understanding of contract types (T&M, CPFF, and FFP)

  • US citizenship and the ability to obtain a DoD SECRET security clearance 

Preferred Qualifications

  • Understanding of cost reporting and resource management tools, inclusive of SLICS, WorkDay, and Springboard

  • Prior experience supporting transition efforts, with a general understanding of incumbent capture

  • Experience with tools such as Microsoft Visio, and PowerBi

  • Currently possess an active DoD SECRET security clearance
