Job Description Summary:

APPLICATION DEADLINE: This is an open until filled search. First consideration will be given to applications received by May 5, 2021. BASIC FUNCTION:

Provide leadership and oversight for state-wide policy, program development and implementation for the SBDC Network, comprised of three regional centers throughout the state. Work with key stakeholders in the political, governmental, business, and academic communities to support the needs of new and existing small businesses. Responsible for: establishing strategic priorities; securing annual funding to sustain the program; cultivating relationships with public and private stakeholders and partners; fulfilling grant obligations; maximizing financial resources; setting expectations and policies to achieve performance results; internal and external communications; managing staff; and building a culture of inclusiveness, teamwork, transparency, ethics, accountability, and high performance.

Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Operate a program of high quality management counseling and educational training programs to pre-venture and existing small businesses in Rhode Island through a statewide network of service centers.

Create and implement the X SBDC network strategic plan.

Allocate resources necessary to meet the SBDC mission, including developing and managing the SBDC Network Lead Office annual budget, and approving center annual budgets and work plans.

Recruit and manage network of statewide Center Directors and counselors and network Lead Office staff.

Establish management controls, operational procedures and financial controls in compliance with applicable Small Business Administration, state, federal and university requirements.

Foster a close working relationship with key stakeholders in the federal, state and local government, economic development entities, private sector trade associations, academic communities, chambers of commerce, professional organizations, and other groups which support RISBDC activities.

Oversee the customer client information system to track counseling and training activity and report quarterly assessments of service quality, impact, and efficiency to the SBA.

Ensure that the RISBDC meets all goals established by the RI District Office of the US SBA.

Assuring compliance with applicable laws, regulations, OMB circulars and Executive Orders, the annual Cooperative Agreement with the SBA, and accreditation standards.

Promoting the SBDC brand in cooperation with URI and serving as the chief spokesperson for RISBDC network initiatives.

Developing and maintaining close working relationships with funding partners including the SBA, the State, URI, local governmental entities, regional hosts, and private sector supporters; key statewide small business and professional organizations; and other organizations serving small businesses.

Developing relationships within URI and aligning and integrating the SBDC to support University strategic initiatives, and to promote student involvement (internships, class projects, etc.) and research opportunities.

Serving as liaison with the national Association of America’s SBDCs, and SBA national, regional and district offices.

Promoting staff performance excellence within the network.

Developing, executing and maintaining a professional development plan for network staff.

Convene and manage an active Advisory council to support the RISBDC.

OTHER DUITES AND RESPONSIBILITIES:

Perform other duties as assigned.

LICENSES, TOOLS AND EQUIPMENT:

Personal computers, printers, word processing, database management and spreadsheet software.

Required Qualifications:

REQUIRED:

1.Bachelor’s degree in business, accounting or other related field from an accredited institution.

2.Minimum of seven (7) years’ experience in small business management or counseling or a combination of both.

3.Minimum of four (4) years of personnel supervision and management experience.

4.Minimum of two (2) years’ combined experience in programs assisting small businesses and entrepreneurs at the federal, state, and local levels.

5.Demonstrated experience in budgeting and contract management.

6.Demonstrated client service experience.

7. Demonstrated presentation skills.

8.Demonstrated strong interpersonal and verbal communication skills.

9.Demonstrated proficiency in written communication skills.

10.Willingness to work flexible hours.

11.Willingness to travel frequently throughout the state and to national meetings.

12.Demonstrated ability to work with diverse groups/populations.

Preferred Qualifications:

PREFERRED:

1.MBA, MPA or advanced degree from an accredited institution focusing on business, management or economics.

2.Demonstrated experience in budgeting and contract management, including federal contract agreement(s).

3.Demonstrated experience in acquiring and/or maintaining Association of Small Business Development Centers (ASBDC) accreditation.

4.Demonstrated success in obtaining funding from private and public sources.
