Position Description

Tacoma Public Utilities' (TPU) Utility Technology Services (UTS) section is looking for a Program Delivery Manager. Under the overall direction of the CTO, the Program Delivery Manager will lead the execution of TPU's essential strategic programs, including the Advanced Metering Infrastructure (AMI) Program, which is in progress, and the SAP Now! Program, which is currently taking shape.

The AMI Program, which is expected to conclude in 2024, includes modernization of the utility's power and water metering infrastructure and the deployment of nearly 300,000 wireless smart meters. The SAP Now! Program, which is beginning now and is expected to exist for the foreseeable future, includes the planning, preparation and coordination of TPU's participation in the multi-year modernization project of the City's Enterprise Resource Planning (ERP) platform upon which the utility is heavily reliant.

The Program Delivery Manager will play an active role in developing and executing utility modernization strategic plans to drive the development and modernization of technological and business capabilities for Tacoma Power, Tacoma Water, and Tacoma Rail. The current utility modernization strategic plan expires in 2024, and planning is currently underway to update it through 2030.

Responsibilities include:
  • Participate in the development of the overarching utility modernization strategic plan
  • Establish the strategic plans and roadmaps for the various programs stemming from the overarching utility modernization strategic plan
  • Execute the programmatic strategic plans and roadmaps performing lifecycle planning, solutions architecture definition, sustainability planning, and business process redesign for such programs
  • Provide program oversight and management, including governance facilitation, financial management, resource management, and vendor management
    • Direct leadership and management of the programs and supporting teams until individual program completion
    • Manage program staff and project managers, through the direction and leadership of complex, technical work, including coordination and management of cross-functional project workgroups with key workstream activities.
    • Assigns and reviews the work of vendors, project staff, contractors, supervisors, technical, and advanced professionals
Manage program scope, risks, issues, dependencies, and constraints Establish all program management practices and policies, including workstream reporting, risk and dependency management, and other activities Serve as program liaison between various project teams, TPU divisions and sections, and outside contractors who provide program servicesEstablish vendor contracts related to the programs, as necessaryIdentify and secure grant funding for utility modernization programs, as necessary.

Qualifications

DESIRED QUALIFICATIONS:
  • Graduation from an accredited four-year college or university with degree in engineering, business management, field of specialty or related discipline OR
  • Eight years increasingly responsible experience in the utility industry AND
  • Four years of management/supervisory experience.
MBA from an AACSB accredited business school preferred
PMP certification preferred;

LICENSING, CERTIFICATIONS AND OTHER LEGAL REQUIREMENTS:
  • Depending upon assignment a WA driver's license may be required
