Program Specialist III
Procurement and Contracting Services (PCS) Program Specialist will provide Procurement Customer Support and Training to purchasers, program staff, and governmental agencies on CAPPS Financials (Centralized Accounting Personnel and Payroll System), DocuSign & SCOR (System of Contract Operations and Reporting) specific to Health and Human Services Procurement and Contracting Module (automated financial, procurement, and contracting system) with a primary focus on requisitions and purchase orders. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions:
Provide CAPPS/SCOR technical assistance to PCS staff with a primary focus on requisition, purchase order (PO) and contract processing. This includes but is not limited to testing solutions to issues in CAPPS/SCOR sandbox, providing detailed guidance to PCS staff regarding how to resolve a system issue, and developing and submitting any Change Service Request (CSR) as necessary to resolve an issue a Purchaser(s) is having. Assist agency CAPPS/SCOR Level-1 support staff with researching and resolving any procurement related issue that may impact PCS to include purchase order adjustments (POA). Ensures team is performing assigned job functions accurately, sets priorities, provides training, guidance, and mentors team members. Keep supervisor advised of work status, problems, and recommended solutions. Develops reports as needed. Provide DocuSign assistance to PCS staff and Programs. Perform quality assurance assessments of all contract and supporting documentation for contract requests received for contract execution utilizing DocuSign. Process requests for contract routing to Vendor's and HHS Signature Authorities for contract execution. Assist agency with PCS procurement related issues associated to DocuSign. Assess, analyze and disseminate statistic reports. Provide CAPPS/SCOR training to system users specifically the requisition, procurement and contracting system for all agencies. Includes creating and maintaining paper based and web based training tools such as user guides, job aids, and eLearning tutorials. Delivers training in a formal, classroom based setting as well as through informal channels such as through over the shoulder coaching. Works closely with the contractors providing assistance with training and system development. (50%)

Develop instructions necessary to resolve an ongoing issue in CAPPS/SCOR or that defines a process for a certain aspect of procurement processing in CAPPS/SCOR as needed. Assist in the review and editing of PCS procedures for requisition and PO processing to ensure the procedures conform to the functionality and capabilities of CAPPS/SCOR. Assist in training PCS Purchasers by answering any questions related to procurement processing in CAPPS/SCOR. (15%)

Assess and elevate to CAPPS Financials Level 2 Support Center (ESC) any CAPPS/SCOR system-wide issue(s), providing all necessary information for Level 2 to be addressed. Notify PCS staff when a system issue exists that prevents their ability to process procurement requests. (5%)

Identify and assist in the development of the CAPPS/SCOR requisition and PO quality control queries that identify PCS procurement related issues associated with requisitions and PO's. Produce and facilitate the review on a monthly basis of these queries. Develop and maintain a schedule as to which week of the month that these queries will be consistently produced and disseminated to PCS management. (15%)

Assist in the testing of CAPPS/SCOR as it relates to PCS. Work closely with the technical team to determine if the system is providing the required functionality. Provide technical team with detailed descriptions of system inconsistencies, systemic data issues, testing scenarios issues, and other problems that prevent the system from functioning properly or meeting the requirements of PCS. Maintain documentation that tracks the issues with testing. (10%)

Attend CAPPS/SCOR PM meetings and coordinate with the PCS Program Support Manager to alternate attendance when unable to attend the meeting(s). Perform other duties as assigned including participate and/or serve in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. (5%)

Knowledge Skills Abilities:
Knowledge of the limitations and capabilities of computer systems, of the techniques used in the design of non-automated systems, of information technology equipment, of applicable programming languages, of computer hardware and software, of computer operating systems, of writing program code, and of automated mapping.
Skill in solving problems; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer systems.
Ability to analyze systems and procedures, to write and revise standards and procedures, to handle multiple projects, to communicate effectively, and to train others.

None

Initial Selection Criteria:
Experience in systems analysis and design work. Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, management information systems, or a related field is generally preferred. Education and experience may be substituted for one another.
