Job Description

Idaho National Laboratory is hiring a Information System Security Officer to work in our SMC Security department. Our team works a 4x10 schedule located out of our SMC facility with every Friday off. As the ISSO, you will serve as a subject matter expert (SME) on all matters, technical and otherwise, involving the security of the SMC Department of Defense (DoD) accredited information system under their purview. The ISSO ensures the appropriate operational security posture is maintained for the information system and for the users that have access, to include users at remote sites outside of INL. The ISSO reports to the SMC Security Manager and interacts with the ISSM and other SMC Cybersecurity professionals. Additionally, the ISSO coordinates with all levels of SMC and Department of Defense (DoD) management including the CIO/G6 Approving Official (AO) representative, Technology Applications Office Security Controls Assessors (SCAs) and the Information System Owner. The ISSO utilizes extensive knowledge and expertise required to manage all security aspects of an information system and is assigned responsibility for the day-to-day security operations of a system. Responsibilities also include evaluating physical and environmental protections and providing oversight to all Privileged Users to ensure they follow established IS procedures. The ISSO, with the ISSM, is responsible for incident handling and security training and awareness as it relates to the information system. The ISSO is responsible for establishing and maintaining compliance with requirements set forth in applicable Executive Orders, DoD regulations, CNNS, and NIST standards. Responsibilities Include:

  • Manages the classified system and its environment of operation to include developing and updating the SSP, managing and controlling changes to the system, and assessing the security impact of those changes.
  • Implement the Risk Management Framework controls in accordance with the Joint SAP Implementation Guide (JSIG)
  • SME for all policies and procedures for computing systems that include but are not limited to System Security Plans, Vulnerability Management, Risk Management, Configuration Management, Change Management, and others.
  • Provide oversight to all Privileged Users under their purview to ensure they follow established IS policies and procedures.
  • Manage the interface for external assessments/audit of SMC's Information Systems.
  • Oversees and performs Risk Assessments for all services.
  • Perform oversight surveys and assessments to ensure mandated controls have been implemented as required by Federal regulations. Develops advanced concepts and techniques in the cyber security assessment program.
  • Develop and implement classified cyber security program consistent with DoD and national policy guidance. Must be highly flexible in work assignments to allow for continual changes in work direction.
  • Direct the classified cyber security efforts of the System Administrators (SAs), and Database Administrators (DBAs).
Qualifications:Minimum Requirements:
  • Baccalaureate degree plus 8 years experience, or 16 years relevant experience with active IAM Level II certification, or advanced degree and 6 years experience.
  • Active Secret or Top Secret security clearance
  • Must have, or be able to obtain within 6 months, DoD 8570.01 M - IAM Level II certification.
  • Level II certification is having one of the following: CAP, CASP+ CE, CISM, CISSP (or Associate), GSLC, CCISO, HCISPP
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.
Preferred:
  • Direct technical experience working in Enhance Security Environments.
  • Extensive knowledge and experience in RMF and/or DoD JSIG.
  • CISSP certification desirable.
  • Extensive knowledge of DoD Classified Cyber Security controls and requirements, Executive Orders, and National Standards.
  • Current certification DoD 8570.01 M - IAM Level II.
