Business Loan Fund Director

The San Luis Valley Development Resources Group (SLVDRG), also known as Region 8 is seeking candidates to help us further our mission of serving the communities in our six-county region and helping to support and expand our small business services with a focus on Region 8’s Business Loan Fund (BLF). BLF is a lending source that provides capital to small businesses focusing on expansion, creating and retaining jobs, and benefiting our growing regional economy. For over two and a half decades, the Region 8 BLF has assisted for-profit and non-profit businesses with their financing needs.

This exempt full-time position provides leadership and management for the Business Loan Fund Program at Region 8. This includes managing the existing BLF portfolio of loans as well as developing opportunities for making new BLF loans through several state and federal funding sources and through Region 8’s own revolved funds. This position is based in Alamosa, Colorado

Reporting Relationships

The Business Loan Fund Director reports to the Executive Director and receives policy direction from the Business Loan Fund (BLF) Committee. The Business Loan Fund Director works closely with the Region 8 Finance Department.

Duties and Responsibilities

  • Maintains policies, procedures, and criteria for the operation of the Business Loan Fund, subject to approval by the BLF Committee. Implements and assures compliance with these policies and procedures.
  • Implements and enforces the regulations, policies and procedures associated with the various federal and state business loan grants/ loans which fund existing or proposed BLF loans. Participates in state meetings conducted by funders as necessary.
  • Prepares appropriate loan application materials specifying the application requirements and information necessary to evaluate loan applicants. Assists applicants to complete loan applications as necessary. Refers applicants who are unable to prepare and submit complete business plans to the Small Business Development Center (SBDC) and/or other regional resources that can provide consultation and business advice for applicants.
  • Works with appropriate criteria to screen and evaluate loan applicants, evaluates and qualifies applicants and assigns those that are qualified to an appropriate BLF program according to those criteria. Evaluates credit worthiness and conducts a financial analysis on all qualified applicants.
  • Prepares a written loan analysis and submits the same package to the Loan Review Board for review and consent.
  • Prepare the necessary loan documentation for closing, recording, monitoring, and collection of the loans. Prepares and files public filings as required.
  • Identifies and creates new business lending opportunities and partnerships related to forwarding the organization’s mission of community and economic development.
  • Furthers Region 8’s brand through the delivery of exceptional customer service.
  • Represents Region 8’s broader mission and programs through network and community outreach opportunities.
  • Monitor and maintain relationships with borrowers.
  • Develop and maintain visibility and relationships with businesses, relevant government entities, association networks, and others to promote Region 8 services.
  • Coordinates and cooperates with area commercial lenders to share documentation and leverage public and Region 8 funds whenever possible. Ensures a high visibility of the BLF Program among regional corporate lenders.
  • Conducts an appropriate marketing and outreach program to identify prospective loan projects, advertise the availability of the various loan funds and their requirements, and encourage referrals.
  • Services the loan portfolio, including monitoring of payments, and collection activities to keep delinquencies within acceptable parameters. Renegotiates terms or refinances loans as appropriate with the approval first of the Executive Director, then consent of the BLF Committee. Forecloses on delinquent loans as necessary.
  • Oversees the timely reporting to various funding sources as required.
  • Performs other duties as may be required from time to time.

Skills

  • Demonstrated success in growing and managing a lending portfolio.
  • Excellent customer service skills, strong organizational skills and the ability to multi-task.
  • Excellent verbal, written communication and presentation skills.
  • Must be self-motivated, demonstrate initiative, have a strong entrepreneurial mindset, and adhere to high ethical standards.
  • Share Region 8’s mission and have a strong desire to provide access to high quality affordable loan products to our small business customers, who may be first-time borrowers.
  • Ability to quickly build a rapport with customers and partners of diverse backgrounds and experiences.
  • Supervisory and leadership experience.
  • Hands-on experience working with small business owners is a plus.
  • Experience in coordinating services with outside agencies and administrative services and databases.
  • Proficient with Microsoft Office Suite.
  • Able to be flexible and adaptive.
  • Must have ability to work with clients from diverse cultural backgrounds.
  • Must work effectively with other staff members and work well in a busy environment.

Qualifications

Applicants must have at least a bachelor’s degree in business administration, finance, economics, or a related field. A minimum of five years of experience in commercial lending or underwriting is highly desirable.

Other

Position requires travel throughout the six-county service area and possibly within the State of Colorado on a minimal basis. Access to a personal vehicle and the ability to drive a vehicle in all weather is essential.

Physical Demands: Position requires reaching, handling, talking, hearing and visual depth perception. Extensive use of desktop computer and the phone is required.

Mental Functions: Position requires comparing, copying, computing, compiling, analyzing, coordinating, synthesizing, negotiating, communicating, instructing, and strong interpersonal professional skills.

Environmental Conditions & Physical Surroundings: Position requires work in a comfortable office environment and does not involve working in dangerous environmental conditions or physical surroundings.

Hazards: Position does not involve working with identified hazards.

BLF Director Salary Range: $65,000 - $80,000 depending on experience
