YRCI is seeking an experienced cost and price professional to develop and manage cost and price proposals for U.S. Government solicitations, ongoing contract changes and modification, and a variety of other cost and price related functions. This position supports YRCI senior leadership throughout the acquisition life cycle with cost and pricing subject matter expertise and reports to Executive Leadership. Job Duties Perform as the cost volume manager and lead the development of simple to complex cost and price proposals. This includes cost modeling, price-to win analysis, cost narratives, graphs, charts, appendices, and ensure cost volumes are compliant with the solicitation. Interface with various internal departments to obtain and develop data necessary for developing prices or other components of a cost and price volume. Facilitate pricing reviews and provide pricing guidance to proposal and capture teams. Participate in business development capture meetings; utilize Shipley or similar, Price-To-Win methodology and participate in all color reviews for cost, technical, and management volumes. Recommend cost and pricing strategies and develop Price-To-Win goals; participate in bid / no-bid decisions. Gather market pricing information, monitor the competitive landscape, and use this data to develop recommendations for competitive response. Develop models that address Request for Proposal (RFP) and Request for Quote (RFQ) requirements to assess any financial impacts of various pricing decisions. Setup and maintain pricing, cost, and all cost factors, including Overhead and G&A Rate development. Work with stakeholders to ensure all data related to costing and pricing is readily available for financial measurements, business case development, and financial budgets. Ensure the integrity and ongoing maintenance of centralized pricing data and the synchronization of data across multiple systems. Conduct cost and price analysis consistent with the standards and guidelines set forth in the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and internal policies and procedures. Perform quality assurance reviews to ensure that cost and price proposal components are accurate and responsive to solicitation requirements. Provide insight and leadership to develop YRCI’s pricing capability; initiate, develop, and implement new cost and pricing policies, Standard Operating Procedure (SOP) and structures. Provide education and training programs to ensure compliance and promote industry best practices; represent department in projects and strategic initiatives across the organization Research and report on market activity related to pricing while staying informed of industry trends and technology to ensure continuous improvement in the support of business goals. Remain current on FAR, CAS and contract types, including Firm Fixed Price (FFP), Cost Plus, Indefinite Delivery, Indefinite Quantity (IDIQ), and Time and Materials (T&M) Bachelor’s Degree in Business, Finance, Economics, or a related discipline. Eight (8)+ years’ experience in Federal government contracting proposal pricing and cost estimating. Must be a skilled, proactive individual with extensive experience in the government contracting industry; must be a versatile, strategic thinker with respect to customer needs and competitive positioning to meet those needs; must be capable of acting in an independent capacity to incorporate business objectives and goals. Proven ability to effectively communicate, orally and in writing, highly quantitative or analytical findings in a clear and succinct manner. Strong analytical and problem-solving skills. Strong organizational skills with the ability to multi-task in a fast-paced environment. Ability to work under minimal supervision and effectively manage multiple/changing priorities. Desired software Experience: Deltek Costpoint, Deltek GovWin, SemFin FocusPoint, Microsoft Suite of products (especially, Excel, Word, and SharePoint).
