JOB SUMMARY

A professional position responsible for assisting the Finance Director in planning, organizing, managing, and providing administrative direction and oversight for all functions and activities of the Finance Department, including the preparation, processing, and maintenance of a wide variety of accounting records and reports, general and fund accounting, budget, accounts receivable, accounts payable, and purchasing activities; assists in coordinating assigned activities with other City departments, and with intergovernmental and regulatory agencies.

ESSENTIAL JOB FUNCTIONS

· Assists in preparing and maintaining the City’s budget.

· Examines paid vouchers to accumulate the cost of materials and supplies used on “force account” construction projects for capitalization into the City’s general fixed asset system.

· Responsible for the maintenance of fixed assets and related fiscal records.

· Reconciles bank accounts.

· Reconciles investment accounts

· Prepares journal entries to update general ledger.

· Traces gross payroll and matching expense totals generated by the payroll system to the financial system.

· Updates the financial records for the City.

· Compiles data needed for the City’s annual financial reports as well as reports for other government agencies (Unclaimed Property, Sales Tax Returns, DOR addresses, FDOT, EDR).

· Prepares remittance information for approval (employment taxes and withholdings, loan payments)..

· Prepares surveys conducted by agencies of the State and Federal government.

· Examines reports, vouchers, requisitions and invoices for conformance with acceptable procedures and accounting policies. Verifies trial balances, detail appropriations and expenditures.

· Performs accounting work in the maintenance of records and controls involving the receipt of City funds.

· Coordinates grants, loans, etc. to ensure that we are in compliance and reconciles to general ledger.

· Performs special accounting record keeping and report maintenance duties as assigned by the Director.

· Assists other employees in the Finance Office in the maintenance of financial and bookkeeping records. Performs special studies and statistical analysis.

· Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

Requires a Bachelor’s degree and two (2) years of related experience in accounting, preferably in a governmental agency. A comparable amount of training, education or experience may be substituted for the above MINIMUM qualifications.

Licenses or Certifications:

Certified Government Financial Officer

Knowledge, Skills and Abilities:

  • Knowledge of accounting, auditing and expenditure control systems and procedures.
  • Knowledge of accounting procedures relating to government accounting operations.
  • Knowledge of modern office procedures relating to the maintenance of fiscal records.
  • Ability to prepare accounting and statistical reports.
  • Ability to establish and maintain effective working relationships with employees and the public.

PHYSICAL DEMANDS
