Job Specification:The Program Officer role will support thisproject until December 2024. This is a grant-funded position.
Key Responsibilities
Under the supervision of the Executive Director the Program Officer - Economic Development will:
- Lead all grant management activities related to the ARPA grant that LISC Indianapolis' Economic Development team was awarded, including reporting, complying with deadlines, disbursements and any other activity related to this grant's management.
- Lead the small business programming related to the new Technical Assistance Hub that LISC Indianapolis will be implementing with ARPA funds, as part of the Economic Development portfolio of work.
- Collaborate closely with the Economic Development Program Officer leading the Capacity Building efforts in the Economic Development team to implement the Capacity Building portion of the ARPA-funded work.
- Collaborate closely with the Economic Development Program Officer leading the Economic Development work at LISC Indianapolis to align the work implemented with ARPA funds to the team's portfolio of work.
- Work closely with the Economic Development team to align the services offered through the Technical Assistance Hub to other LISC Economic Development programs.
- Collaborate with other LISC program officers to align the work of the Technical Assistance Hub across program areas including the Equitable Food Access Initiative, Family Income and Wealth Building, Great Places and Quality of Life.
- Lead program impact evaluation, story-telling, and program outreach with support from the Assistant Program Officer and Director of Marketing.
Qualifications
- Education: Bachelor's degree (Economics, Business, Public Administration) from an accredited college or university required; advanced degree in a related field is a plus! Relevant work experience may be considered as a proxy.
- Small Business Experience: Minimum 3+ years' experience in small business and entrepreneurship, which could include working as an entrepreneur, developing small business programming, teaching small business courses, providing business coaching, or serving entrepreneurs with technical assistance. Solid business coaching experience is preferred.
- Grant Management Experience: Experience in grant management, including private and government grants and grant reporting.
- Communication: Listens, speaks, and writes effectively to build meaningful relationships with team members and partners, and to convey information for the needs of the audience. Credible with community, institutional, and philanthropic audiences. Commitment to an inclusive, racial-equitable, community-based, resident-driven model of community planning and decision-making.
- Program Development: Designs, develops, and administers solutions to community-articulated needs in partnership with stakeholders. Familiarity with articulating needs, defining goals, and identifying measurable outcomes.
- Judgement and Decision Making: Considers the costs and benefits of multiple alternatives to reach the most optimal outcome. Ability to analyze challenges, evaluate potential responses, and learn from outcomes.
- Resource Management: Ability to plan, allocate, and optimize resources for successful program implementation and sustainability.
- Organization: Ability to design, apply, and maintain efficient systems for tracking time, tasks, resources, and other information. Maintains an orderly and focused workflow to meet deadlines and exceed goals.A detail-oriented individual will function best in this role.
- Complex Problem Solving: Identifies complex problems and reviews related information and data to develop and influence options and execute follow-through. Adept at understanding the implications of new information on current and future problem-solving.
Must be available to work evenings and weekends when needed. Some travel regional may be required.
