Job Title: ILS Life Cycle and Modernization Manager

Position Overview
The ILS Life Cycle and Modernization Manager will apply logistics management, principles, practices, and processes to all tasking during the development of engineering Integrated Logistics Support (ILS) plans and documentation used in support of Navy Modernization Process Management and Operation for upgrading Electronic Systems aboard U.S. Navy ships.

Responsibilities / Duties
  • Utilizing Open Architectural Retrieval System (OARS) to obtain ship 2-Kilo information in order to execute system reliability & maintainability analysis and reporting.
  • Researching and developing case responses to DLA-339 Engineering Support Requests and Fleet COSAL Feedback Reports
  • Researching and reporting material obsolescence in accordance with DMSMS practices
  • Assisting with the development of Engineering Change Proposals and Life Cycle Extension efforts.
Minimum Requirements
  • Bachelor's degree in a Technical, Logistics, Science, Business, or Management discipline from an accredited school and eight years of experience in Logistics support of C4ISR systems (4 additional years of experience may be substituted for the degree)
  • Experience supervising a small team of logistics specialists
  • Ability to obtain/maintain the required security clearance
  • Demonstrated experience performing the specific related tasks listed above
  • Thorough knowledge and understanding of the Navy Modernization Process Management and Operation process for upgrading electronic systems aboard U.S. Navy ships
  • Developing and coordinating the approval of shipboard modernization documentation such as Ship Change Documents (SCDs), NDE alteration records, C5IMP Baseline Modification Requests (NDE-AMPS Risk Forms), Electronic Target Configuration Date (TCD) Waivers Risk Assessment Messages, and Late Add Requests.
  • Monitoring ship availability schedules and maintaining installation fielding plan
  • Developing Electronic Regional Maintenance & Modernization Coordination Office (RMMCO) documentation, as well as Quality Assurance (QA) and Alteration Installation Team (AIT) workbooks for shipboard installations
  • Reviewing and updating Ship Project Directive (SPD Part III), Schedule A, and Engineering Change Request (ECR) documentation for SCN Installations
Preferred Qualifications
  • Lean Six Sigma Green Belt Certification
  • Professional Logistics Certification - i.e., Defense Acquisition Workforce Improvement Act (DAWIA) certified in Lifecycle Acquisition Logistics Level 1
  • ACAT program experience
  • Shipyard/Shipboard fleet logistics knowledge/experience
Physical Demands
  • Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards.
  • Must have the ability to lift and carry up to 25 pounds occasionally and walk short distances.
  • Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing: viewing a computer monitor; extensive reading.
  • Must be able to lift 20-30 lbs. overhead, climb 6-10 ft. ladders (with appropriate safety gear)
