The Senior Closeout Specialist reviews highly specialized contracts monitor all acquisition and assistance strategies. The Senior Closeout Specialist supports the Contracting Officer by providing contract/agreement administration, ensuring terms and conditions are complied with and the recipient delivers services and/or goods in a timely manner. The Senior Closeout Specialist

performs procurement program planning work, analyze sources for items/services procured, negotiates procurement of products and services using a variety of contract types, performs contract compliance reviews, and provides policy research, analysis, and interpretation.

Responsibilities and Duties

  • Conduct reviews of highly specialized contracts, assistance agreements and contracting plans.
  • Evaluate the adequacy of the contractor's and recipient’s business management systems for areas such as personnel compensation, subcontracting procedures, and financial management
  • Prepare termination of contracts for the convenience of the Government or default by the contractor for the review and approval by the Contracting Officer
  • Prepare all documentation necessary to support and defend termination decisions by the Contracting Officer
  • Negotiate termination claims
  • Comply with Contract Closeout Guide procedures and guidelines.
  • Provide documentation for work products and documents related to collecting and gathering materials for closeout related activities.
  • Provide documentation for work products and documents related to maintaining all contract closeout files, update the list and location of the closed files and maintain all spread sheets in excel on the status of all expired contracts including the standard operating procedures.
  • Provide status of all closeout projects; included those requested, in progress, and completed.
  • Provide status of any issues or problems as well as how they are being addressed/resolved, and a timeline for resolution.
  • Request missing and final documents from vendors.
  • Audit all contract files for closeout to ensure contracts complete for proper closeout, performing desk audits of all contracts received and closed.
  • Monitor status of contract performance, reviews for approval of progress payments, reviewing and providing recommendations on contractor proposals resulting from change orders, scheduling, problems that have arisen and proposed solutions, verification of deliveries, and similar activities
  • Initiating and processing closeout actions in GLAAS and routing GLAAS requisition for modification, to include all steps up to, but excluding, the actual de-obligation of funds and/or closeout of an award, unless the employee has the required warrant
  • Develop new or innovative acquisition plans, source selection plans, and contract terms, conditions or financial arrangements that serve as models for future major acquisitions
  • Prepare internal closeout packages to include final voucher, forms, closeout statements and all other certifications/requirements for Contracting Officer (CO) review and signature
  • Provide expert advice to agency directors and senior staff in contract closeout administration and delivers executive level management and oversight to the contract closeout process
  • Review contracts for cradle-to-grave closeout actions and respond to all related inquiries
  • Administratively resolves over/under runs, funding requirements and related closeout needs
  • Assist the Contracting Officer in resolving audit findings on post-award audits
  • Other duties as assigned

Requirements

  • BA/BS degree in a relevant field
  • Minimum of ten years post award contract management experience
  • Minimum of five years specialized experience in federal government contract closeouts, as a federal employee or as a contractor employee.
  • Demonstrated experience preparing and completing Quick closeouts, including the required risk assessment in accordance with FAR 42.708.
  • Demonstrated knowledge and understanding of the application of indirect and direct cost rates to cost and time and materials type contract closeouts.
  • Specific prior experience working along with or at DCAA or DCMA, and with their reports (audits, reviews and findings) is highly recommended.
  • Prior DAWIA or FAC-C Level III certification is highly recommended.
  • Demonstrated experience using both the PRISM contract writing system, and the Federal Financial Management System (FFMS) Ability to obtain and/or possess current DHS Suitability determination.
