Job Objective: To assist in maintaining property and grounds in accordance with established standards of safety, cleanliness and appearance, policies/procedures, federal, state, city and county statutory guidelines, HUD requirements and grant regulations. Property includes building, grounds, and equipment serving the building.

Essential Functions:

PROPERTY MANAGEMENT:

  • Ensure that facilities and equipment are in compliance and inspection ready at all times.
  • Inspect units annually with Manager - identify restorative and preventative repairs.
  • Supervise the preventative maintenance contracts in place for the generator, chiller/boiler, elevator, and electronic doors.
  • Interface with Divisional Property Department on property projects, capital renovation projects, and emergency repairs.
  • Ensure compliance with MSDS including documentation and storage of supplies.
  • Respond to emergency calls after hours and occasionally work irregular hours.

MAINTENANCE SCHEDULES & INSPECTIONS

  • Manage routine and preventative maintenance schedules, reviewing and revising them as needed.
  • Ensure all air filters are cleaned prior to cooling and heating seasons. Ensure damaged or soiled filters are replaced.
  • Conduct and document monthly inspection of all emergency systems and equipment.
  • Conduct and document regularly scheduled inspections of facilities, grounds, and equipment (daily, weekly, monthly, quarterly, bi-annually, and annually) according to regulations, contractual requirements, and accreditation/licensing standards.
  • Ensure maintenance items identified in the inspections are addressed.
  • Ensure occupied unit walls are painted and carpets are cleaned per schedule.

PROPERTY UPKEEP, WORK ORDERS & REPAIRS:

  • Ensure maintenance requests reported from tenants are completed in a timely manner.
  • Prioritize and monitor work orders and completion of repairs, scheduled preventative maintenance, cleaning of interior/exterior facilities, grounds-keeping, equipment maintenance, and furnishings.
  • Document receipt, completion, time and cost associated with completion of work orders.
  • Provide Booth Manor Director with periodic reports regarding priority or deferred work orders.
  • Coordinate outside contractors for jobs as needed.
  • Review and consolidate service contracts when feasible.
  • Ensure janitorial and housekeeping duties are completed in assigned areas to maintain the overall cleanliness and appearance of the facility, including the office, common areas, laundry areas, and exterior of building.
  • Ensure interior and exterior lighting is appropriate and maintained.
  • Maintain inventory of cleaning and maintenance supplies. Periodically re-assess suppliers and cost of supplies to ensure responsible use of agency funds.
  • Analyze work orders for determining long-term maintenance preventative work.

APARTMENT TURNOVERS:

  • Ensure vacant apartments are ready for reoccupation within three business days, unless extenuating circumstances require additional time and Booth Manor Director is notified.

GROUNDS:

  • Ensure grounds are maintained; lawn is mowed, trash/debris is removed, and weeds are below the city allowed height of twelve inches.
  • Ensure that regular contracted trash pick up occurs as scheduled.
  • Ensure that sidewalks and parking lots are clear of snow and ice and monitor slipping hazards.
  • Ensure the timely and effective performance of any outside contractor used for removal of snow from the streets.

MECHANICAL/ELECTRICAL/PLUMBING:

  • Ensure plumbing, electrical, HVAC, mechanical systems, and equipment are in good repair and regular service is provided according to maintenance schedules, codes, manufacturer warranties, and service agreements.

RISK MANAGEMENT:

  • Report property losses and supervise building repairs on insured property claims.
  • Participate in Safe From Harm compliance monitoring regarding facilities management.
  • Maintain training in emergency procedures and safe work practices to prevent injury. Immediately report all injuries per policy and procedure.

MISC.:

  • Attend meetings or trainings as requested or assigned.
  • Responsible for pickup and delivery of various donations as assigned.

Minimum Qualifications:

Education: High School or equivalent. Vocational training in construction, carpentry, plumbing, electrical, HVAC, and mechanical repair preferred.

Experience: Minimum of five (5) years experience in construction and/or property management with a proven track record successfully managing facilities. Working knowledge of local regulations as well as knowledge of building maintenance and repair in plumbing, HVAC, and electrical. Demonstrated proficiency in the use of basic hand and power tools.

Certifications/Licenses: Current, valid driver's license.

Skills/Abilities:

  • Ability to demonstrate knowledge and proficiency in building related skills and trades.
  • Ability to read and understand schedules, work orders and product safety information.
  • Ability to organize, prioritize and meet work schedules in a timely manner with minimal direct supervision.
  • Ability to work irregular and extended hours when required. Willingness to accept on call assignments during building emergencies.
  • Self-motivated, able to multi-task and use resources with integrity.
  • Act in a manner consistent with the Mission of The Salvation Army.
  • Must pass all applicable background checks.

Supervisory Responsibility: Maintenance Worker and Custodian

Physical Requirements: Employee must have the ability to sustain physical activity both inside and outside and work in extreme temperatures on occasion. Work requires ability to stand, walk, climb, kneel and lift objects from 75 to 100 pounds. Must have the ability to operate basic building maintenance equipment and operate telephone and electronic communication devices.

Travel: Local travel can occur daily.

Driving: Position requires the ability to drive. Employee must possess a valid driver's license from the state in which you reside. Must be approved through The Salvation Army Fleet Safety Program to drive either a Salvation Army or personal vehicle on Salvation Army business.

Working Conditions: Work is performed both indoors and outdoors. May require irregular and/or extended hours periodically during weather conditions.
