This is a full-time position with Tecknomic and the project is with the Defense Health Agency (DHA). Overview: Provides COMPASS government financial, contracting, and administrative support to the Defense Health Agency (DHA), staff organizations, and more than 200 Army/Navy/Air Force Military Treatment Facilities (MTF) as part of Enterprise Portfolio Management and Monitoring Services (EPMMS). COMPASS Team manages up to 10,000 contracts. Works with limited supervision as part of larger COMPASS team supporting all general COMPASS task categories—data extraction, data entry, initial data analyses, data cleansing and correction, 1st level quality control, training, human capital management, workflow management, and reporting. Supports EPMMS Program Manager (PM), Alternate PM (Alt-PM), and other COMPASS team members ensure accuracy and timeliness of data submissions. Uses multiple government contracting and financial systems to extract, validate, and reconcile data and completes analyses to assist the customer with business practice improvements including identification of potential deobligations. Consolidates and aggregates data by site, headquarter, market, and/or region. Inputs data into COMPASS, identifying gaps in automated interface, and completes manual data entry to complete record. Completes 1st level quality control (QC), identifying and documenting errors to the EPMMS PM, Alt-PM, and/or consulting staff. Performs initial unliquidated obligation analyses, for assigned sites, updating deobligations results in site specific workbooks. May support COMPASS human capital management (HCM) module and workflow data entry. Utilizes critical thinking skills to identify problem areas to the consulting staff to determine problem resolution. Provides training to Government staff, demonstrating COMPASS capabilities, available standard reports, search and sort actions, and other COMPASS functionality. May be detailed to support COMPASS projects in similar role. Travel may be required. Duties & Responsibilities: • Conducts training to external government end users, demonstrating COMPASS capabilities, available standard reports, search and sort actions, and other COMPASS functionality. • Provides back-up to other COMPASS analysts during planned/unplanned absences to support customer requirements. • Extracts data from financial systems, e.g., GFEBS, DEAMS, etc., by Fund Center and line of accounting and presents in pre-defined formats. • Follows established line of accounting crosswalk methodology to normalize DHA, Army, Navy, Air Force data into common format. • Uses COMPASS to input and complete 1st level quality review of finance and contract-related data, in accordance with Performance Work Statement (PWS) requirements. • Provides data entry of product service codes (PSC) to assist with category management. • Identifies potential opportunities for process improvement and submits to consulting staff for further evaluation. • Applies technical knowledge of DoD guidance, regulations, instructions, and policies to elevate potential issues to consulting staff for further evaluation and compliance determination. May support Human Capital Management Module and Workflow Management activities, including customer interaction, data entry, and 1st level quality reviews. • Advises consulting staff on utilization and accuracy of finance and contract management accounting structure. • Identifies current and prior fiscal year financial and contract under-execution based on COMPASS declining balance reports and submits results to consulting staff. • Completes troubleshooting traffic light alerts. • Receives oversight and direction from consulting staff and PM. Minimum Qualifications: • Associates and 3 (three years’) experience working in government finance or contracting field; 4 years’ direct experience in field may be substituted in lieu of degree. • Must meet the eligibility requirements for a US government issued security clearance. • Knowledge of financial or contract management information systems such as GFEBS, WAWF, EDA, CRIS, DEAMS, ABSS, STARS, or similar Government systems. • Bachelor’s degree desired. • CDFM or similar certification desired. Necessary Knowledge, Skills, and Abilities: • Knowledge of government accounting principles and practices; ability to apply skills during daily operational tasks. • Knowledge of Department of Defense (DoD) medical and financial regulations, with application to daily tasks. • Knowledge and expertise applying government financial and contract procedures and legacy systems. • Knowledge of office automation and computerized financial applications. • Organizational, and administrative skills with demonstrated attention to detail. • Ability to accurately enter, record and retrieve financial data, organize data. • Ability to enter data into preformatted reports and spreadsheets. • Oral and written communication skills • Experience using Microsoft Excel • Ability to manage confidential information Supervision Received: • Works independently, onsite, and off-site, with limited direction from assigned Consultant and Program Manager. Direct Supervisor is assigned consultant or market manager. Supervision Exercised: • May intermittently provide oversight of project activities at direction of consultant or PM. Responsibility for Public Contact: • Daily contact with diverse audience requiring courtesy, discretion, and sound judgment. Licensing and Certification: • None required. Financial certifications such as CDFM are desired. Tools and Equipment Used: • Personal computer/laptop, including spreadsheet and word processing software; financial software and databases; telephone; copy machine; and fax machine.
