Being part of the Public Works team will allow you to play a key role in the day-to-day operations of all city departments and make a positive impact in the community.


We are looking to offer this position to three amazing candidates who will be responsible for managing one or more of capital improvement program sections in Utilities, Streets and Drainage, and/or Parks and Facilities.


Some exciting projects in Utilities include designing, rehabilitating, and constructing the City's water, wastewater, and reclamation distribution systems and facilities. The city maintains and operates several of its treatment plants, reservoirs, and pump stations and continues working with land developers to expand its facilities. The Utilities Department is a huge proponent of water conservation, and the Utilities section plays a significant role in the design and construction of these projects.

Education/Training/Experience:


  • Bachelor's degree in Civil Engineering or closely related field.
  • Five (5) years of professional engineering or capital improvement project delivery experience, including three (3) years of lead or supervisory experience.


Special Requirements:

  • Class "C" Driver's License and ability to maintain insurability under the City's Vehicle Insurance Policy.
  • Certification as a Registered Professional Engineer in the State of California is highly desirable.
Skills/Abilities

  • Plans, organizes, controls, integrates, and evaluates the work of an engineering section in the Public Works Department; with subordinate supervisors and staff, develops, implements, and monitors attainment of section goals and objectives.
  • Plans, organizes, controls, manages and evaluates the work of the assigned work unit; with subordinate and supervisors, participates in establishing operational plans and initiatives to meet department/division goals.
  • Participates in the development of and monitors performance against the annual division/unit budget.
  • Establishes performance requirements and personnel development targets; monitors and evaluates the quantity and quality of staff performance.
  • Provides day-to-day leadership and works with staff to ensure a high performance, customer service-oriented work environment which supports achieving City objectives.
  • Manages the preparation of a variety of studies and reports relating to current and long-range City capital improvement needs and fixed assets.
  • Provides technical assistance to staff; reviews and evaluates plans for proposed assessment and maintenance districts and related bond and fee requirements; reviews subdivision and development proposals.
  • Reviews the work of professional and para-professional engineering teams in the preparation and/or review of engineering plans, specifications, designs, cost estimates, reviews and sets requirements.
  • Manages and administers operations, activities, and programs in compliance with accepted federal, state, and municipal standards governing public works construction, public utilities construction, traffic engineering and engineering surveying; manages plan check and project management tracking systems.
  • Reviews, analyzes, and recommends changes to the City construction policies and procedures; recommends and coordinates design changes, where appropriate.
  • Keeps informed and up to date on current construction design techniques, Caltrans design requirements, changes in codes and regulations, new construction materials and methods.
  • Works with developers, contractors, engineers, architects, and others regarding unusual construction and compliance problems.
  • Represents the City with other public and governmental agencies, community and business organizations, citizens, and the public.
  • Oversees the preparation of complex grant applications for project funding from various governmental agencies. Oversees project compliance with grant requirements.
  • Coordinate related engineering activities with other City departments, divisions, and outside agencies.

THE ORGANIZATION

The City of Corona is a General Law city operating under a Council-Manager form of government. Policy making and legislative authority is vested in the City Council, consisting of a Mayor and four Council Members. Members of the City Council are elected by District to a four-year term. The Mayor is selected by the Council and serves as the presiding officer for one year.

The City is organized into the following departments/organizational units: Community Services, City Manager's Office, Economic Development, Finance, Fire, Human Resources, Information Technology, Legal and Risk Management, Police, Planning & Development, Public Works and Utilities. Oversight of these departments is divided between the City Manager and two Assistant City Managers.

The City's total operating budget for Fiscal Year 2023 is $ 340.9 million with a General Fund operating budget of $ 177.6 million. Corona enjoys a workforce of 850 dedicated employees who provide high quality services to its residents and visitors each day.
