Position Summary
Perform duties in alignment with City standards and Oregon Department of Transportation requirements to ensure the integrity of the City's transportation system by maintaining transportation infrastructure in the public right-of-way. Responsibilities include preventative maintenance and repair/replacement of asphalt, gravel and concrete surfaces; fabrication, installation and maintenance of traffic control signs, information signs, and pavement markings; snow removal and ice control on City streets; street flushing/sweeping and leaf collection. May be assigned the primary responsibility of the Street Sweeper assignment. These tasks are illustrative only and may include other related duties.

Essential Functions

Repairs and maintains asphalt and concrete streets, sidewalks, and paths. Grades and rocks unimproved streets, alleys, and shoulders.

Fabricates, installs, repairs, and maintains directional, regulatory, warning and guide signs in accordance with Manual on Uniform Traffic Control Device guidelines.

Installs, repairs and maintains pavement markings.

Installs, repairs, and maintains curb ramps in compliance with Americans with Disabilities Act (ADA) regulations.

Uses heavy and specialized equipment and materials to repair street surfaces, control snow and ice, and perform street sweeping and leaf collection.

Street Sweeper Assignment - The Street Maintenance Specialist assigned to Street Sweeping operates a motorized street sweeper and performs street sweeping and leaf collection on designated City roads and streets. Drives street sweeper on assigned route and maneuvers between and/or around obstacles while maintaining maximum curb contact. Performs pre and post-trip safety inspections of the vehicle, minor servicing and adjustments as needed. Operates heavy and specialized equipment related to snow removal and management as assigned during periods of inclement weather. Performs all Street Maintenance Specialist functions as required. Work is often performed in heavy traffic and may include early morning or late evening work hours. The Street Sweeper assignment requires an Oregon Class A commercial driver's license with tank endorsement and no air brake restrictions at time of appointment.

Responds to emergency calls, including after-hours response within required timeframe. Position may involve working overtime and on weekends as needed.

Maintains job-site safety for co-workers and the general public. Establishes work zones on active streets using ODOT and OSHA approved traffic control practices. Effectively and safely sets up and removes short term traffic control devices.

Performs preventative and corrective maintenance on equipment used in the performance of work activities, cleaning and checking equipment and tools before and after use. Reports defects to leadworker or supervisor.

Identifies transportation system maintenance needs and assists with the planning and scheduling of maintenance and repair activities.

Maintains maintenance records and reports using a computerized maintenance management system. Maintains daily records and reports pertaining to activities performed, and equipment and materials used in compliance with City standards and practices.

Performs as a member of a team, assisting with development of work group goals and objectives, and contributing to the achievement of goals and objectives.

Assists and directs the work of seasonal employees and assists other work groups as needed.

Operates and drives vehicles and/or equipment safely and legally.

Conforms with all safety rules and practices, and performs work in a safe manner.

Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.

Complies with all Administrative Policies. Performs work in accordance with Council Policies and Municipal Code sections applicable to the position.

Delivers excellent customer service to diverse audiences. Responds to customer service requests, questions and complaints; evaluates the situation; and recommends solutions to leadworker or supervisor. Maintains a positive customer service demeanor and delivers service in a respectful and patient manner.

Maintains effective work relationships.

Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance.

Qualifications and Skills

Education and Experience
High school diploma or equivalent and two years work experience or training in a job-related field. Related fields can include street maintenance, park maintenance or landscaping, facility maintenance, construction, equipment operations, or warehouse and production related operations.

Work experience to include three or more of the following areas: asphalt or concrete repair, equipment operation, fabrication, traffic control, street sweeping, construction, preventative maintenance, and computerized reporting and record keeping

Knowledge, Skills and Abilities
Knowledge of asphalt or concrete repair and maintenance equipment, materials, methods, and procedures.

Knowledge of the fabrication, installation, repair, and maintenance of traffic control devices and markings.

Knowledge and skills to operate various types of light, medium, heavy, and specialized vehicles and equipment in a safe and responsible manner.

Ability to safely apply knowledge to basic vegetation management tools and equipment.

Knowledge and skills of street sweeping/cleaning practices.

Ability to apply basic knowledge of construction practices to ensure the integrity of the transportation system.

Knowledge, skills, and abilities to effectively and safely set up and remove short term traffic control devices on active, urban streets.

Knowledge and understanding of work-related safety practices, OSHA and environmental rules and regulations.

Effective communication, analytical, customer service and interpersonal skills.

Ability to get along well with co-workers.

Ability to use a computer to perform essential functions of the position.

Thorough knowledge of traffic laws and defensive driving.

Special Requirements
First Aid and CPR, Oregon Department of Transportation Traffic Control, and Forklift Operation certifications, or the ability to obtain within the probationary period.

For employees hired after September 1, 2015, possession a valid Oregon drivers license is required and must be able to obtain and maintain an Oregon Class A commercial driver's license with tank endorsement and no air brake restrictions within the probationary period.

For employees assigned the primary function of the Street Sweeper, possession of and ability to maintain a valid Oregon Class A commercial driver's license with tank endorsement and no air brake restrictions required at time of appointment.

Must be able to respond within 60 minutes or less to the Public Works Administrative offices for after-hours calls or emergencies prior to the end of probationary period.

Capable of routine decision making regarding assessment of immediate situations, available options, and selection of appropriate methods and procedures, material availability and ordering, equipment utilization and response to customer issues in the field.
