YRCI is seeking full-time Staffing Specialist, Senior Quality Control (QC) to support our Human Resource (HR) Remote Operations Center (HRROC™), located in Reston, VA. YRCI’s HRROC™ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts! Although the YRCI home office is located in Reston, VA, this position is fully remote. Conduct Quality Reviews (QR) of vacancy packages submitted by HR staff before posting job announcements. The QC process consists of reviewing and approving specialized experience, job analysis and assessments, job announcement language, announcement configuration, and all other documentation included in packages. Provide consultative services to assigned HR staff members on the entire QC process and assist HR staff in making corrections or edits before approval to post is granted. Use judgement and exercise discretion on what needs to be corrected to approve cases. Conduct second-level and final review of qualifications, ratings, eligibilities, and Veterans' Preference before issuance of certificates. Provide consultative services to assigned HR staff members on qualifications, ratings, eligibilities, and Veterans' Preference when there are discrepancies from the original determination. Provide staff with information and interpretations of Agency recruitment and placement procedures, practices, policies, and guidelines. Conduct second-level reviews of selections made from certificates before official job offers are made; participate in requests for reconsiderations by providing recommendations on applicant qualifications. Explain rationale and reasoning behind changing applicant qualifications and other ratings conducted by Delegated Examining (DE) HR Specialists. Ensure recruitment activities adhere to Merit Systems Principles, laws, regulations, policies, and best practices and guidance, and are free of any prohibited personnel practices. Advise HR staff on recruitment strategies and announcement language to attract and qualify a high-skilled applicant pool; develop recruitment documents and advise on strategies for high-profile or complex positions. Collaborate with other HR professionals on various initiatives (policy development, recruitment strategies, and compliance matters) to improve business processes. Provide research and analysis to develop recommendations on veterans’ preference and qualifications determinations, selective factors appropriateness, and other DE policy-related decisions. Provide managers, employees, and job applicants with information and interpretations of Agency recruitment and placement procedures, practices, policies, and guidelines. Drive staffing process improvements, innovation, and ensure compliance with operational processes; work as a part of a team, coach, mentor, and train HR Assistants and Junior Specialists. Work one-on-one with employees who may have difficulty in learning some of the HR practices. A minimum of 8 years of recent operational staffing experience completing job analysis in coordination with hiring managers, posting job announcements on USAJobs, performing qualification adjudications, and issuing selection certificates using Monster, eRecruit, USA Staffing or similar electronic staffing systems for complex Federal positions. Current, active DEU certification is highly desirable. Mastery Knowledge and application of Office of Personnel Management (OPM) General Schedule (GS) and Federal Wage System (FWS) qualification standards and policies. Mastery knowledge of Veterans’ Preference adjudication, job analysis, assessment development, eligibility determinations (e.g., status or non-competitive eligibility). Mastery knowledge of Federal laws under Title 5 U.S. Code (USC) and regulations under Title 5 Code of Federal Regulations (CFR) relating to recruitment and employment in the competitive service. Proficient in OPM GS and FWS classification standards and policies. Ability to interpret and apply policies and procedures and perform commonly used functions and features in Skype for Business, Adobe Acrobat Pro and Microsoft Word, Excel, and Outlook. Bachelor’s Degree preferred. Must be able to obtain and maintain the government required security check.
