Job Title: Assistant Streets Superintendent
Department: Streets
Classification: Non-Exempt
Position Summary: Performs administrative, supervisory, technical, and maintenance duties associated with the City of Aspen's Street and Fleet Management programs, consistent with the organization's values and mission statement.
Supervision Exercised and Received: This position works under the general supervision of the Streets Superintendent. Exercises direct supervision over Mechanic I and II.

Essential Job Functions:
Streets Operations
* Assists the Superintendent of Streets in providing direction for the operation and maintenance of the Streets Department function. This includes citizen relations, preventive maintenance, fleet evaluation and maintenance, inventory control, street evaluations, overlay projects, capital expansions, system/GIS mapping, transportation planning, coordination with other City departments and administering City Policy. Assists the Superintendent in preparing and administering the annual Street Department budget and City fleet budget, including developing departmental goals and budget objectives.
* Performs as a lead worker in the field as needed, working alongside staff on such duties as traffic control, asphalt patching, snow removal operations (including snow storage/melting), manual labor and equipment operation to complete projects efficiently and with quality results. Establishes and maintains safety programs for the department including scheduling safety meetings
Supervision
* Executes leadership and supervision responsibilities through sound judgment, focusing on quality improvement, managing and resolving conflict, fostering a culture of accountability, clearly defining responsibilities and expectations, setting goals, providing motivation and performance feedback, recognizing contributions and encouraging training and development.
Fleet Management
* Coordinates all fleet management functions, including mechanical repairs, preventive maintenance, parts inventory control and vehicle/equipment purchasing. Administers work order system. Assists in the preparation and administration of the City fleet budget. Establishes and coordinates an ongoing equipment replacement program for all departments. Evaluates maintenance vs. replacement costs, lease vs. purchase options, and internal fleet fund vs. departmental purchases. Coordinates with departments to research and provide professional expertise in purchasing most appropriate and cost-effective vehicles/equipment to meet specified needs. Prepares specifications and bid documents. Follows procurement code and budgetary guidelines in purchasing vehicles and equipment.
Training
* Responsible for mechanic training and assisting with the training of Operators I, II and III for the Equipment Operator Certification Program and through on-the-job instruction to help ensure safe, effective, and efficient equipment operation and performance in all job duties.

Minimum Requirements:
Education: High School Diploma or GED equivalent.
Experience: Three years of experience in street maintenance, repair operations, and heavy equipment operation including three years in a supervisory capacity.
Technical Knowledge: Must be proficient with Microsoft Word, Excel, and Outlook (Email). Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.
Licenses & Certifications: Commercial Driver's License (CDL); Must possess a State of Colorado Class B driver's license with tanker endorsement.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
NOTE: This position is required to comply with state, federal and local regulations concerning Drug and Alcohol Testing procedures applicable to holders of Commercial Driver's License (CDLs) holders which includes but is not limited to: pre-employment and random drug and alcohol testing and a completed, satisfactory previous employer reference form.
Position Type and Work Hours:
* Regular full time, hours may vary with workload.
* Evening and weekend hours may be required in addition to or instead of normal hours to meet job requirements.
* On-call: Required to perform various activities related to emergency response situations. Must be available during periods of emergency for 24-hour call out. Such activities may include snow removal, monitoring mud slides and high water, sandbagging and cleaning up debris. Assists the City Police and Fire Department and other protective service agencies as necessary.
Work Environment:
* Indoors: Standard office environment. Work may be performed in a well-lighted, heated, and vented shop. Exposure to some fumes, dust, chemicals, heat, and noise is present.
* Outdoors: Exposed to dust, chemical cleaners and extreme temperature change, noise and fumes, or heavy vehicular/pedestrian traffic.
