Overview

LMI is seeking a Shipyard Project Material Management Subject Matter Expert (SME) to support activities related to shipyard modernization as part of enterprise-wide U.S. Navy strategic modernization and improvement efforts. LMI is helping NAVSUP, NAVSEA, and the shipyards use technology to track material through the shipyards to address long-standing problems. The SME will work closely with a cross-functional team consisting of engineers, solution architects, cybersecurity experts, and logistics experts to provide expert guidance and in-depth knowledge of shipyard maintenance processes and procedures and sustainment support activities. The SME will conduct a wide range of activities to include site visits and surveys, business process engineering, requirements documentation, oversight of technology deployment, and operations support.

Note: Remote telework is acceptable with occasional requirements to travel to client offices at U.S. Naval shipyards in Washington DC, and other locations.

Responsibilities
    Provide expertise in shipyard material management processes and systems.
  • Support the development, deployment, and operations of a government-owned asset visibility solution to enhance logistics operations at shipyards.
  • Assist in the development of Concepts of Operation (CONOPS) for various candidate technologies, to include wireless networking and sensor data collection within facilities; that will inform government determination on implementation strategies.
  • Conduct site assessments, develop use cases, and derive functional requirements for re-engineering business processes related to equipment tracking and utilization, remanufacturing processes, and reverse logistics flows.
  • Along with technical stakeholders, support site surveys to determine minimum requirements for wireless mesh technology hardware and software components necessary for a successful deployment of a new asset visibility solution.
  • Support operational testing that ensures interoperability for subsequent capability field trial assessment.
  • Assist in providing training to end users on operation of the mesh technology and supporting applications.
  • Support the US Navy in shipyard modernization efforts to improve the lifecycle management of U.S. and partner Navy surface ships and systems from fleet introduction through transfer to disposal.
  • Work with solution architects, software and system engineers, system integrators, and other stakeholders to communicate and advocate for proper understanding of requirements and technical solutions.
  • Support the development of user stories based on understanding of Agile development principles and in alignment with functional epics, features and value streams.
  • Analyze productivity gains for the selected CONOPS and determine metrics that can measure the effectiveness of demonstrations.
  • Prepare and coordinate working papers, briefings, and other documentation in support of program management and policy development responsibilities.
  • Support actions, studies, and metrics to enhance readiness/deployment programs and theater distribution operations; monitor program actions and progress.
  • Provide consultation support to the client on the use of technology for enhancing mission efficiencies and effectiveness and for improving safety, security, Condition Based Maintenance (CBM) monitoring, and visibility of critical assets.
  • Provide support by engaging with shipyard senior leaders to communicate progress and benefits of technology adoption.
  • Prepare documentation, reports, and project plans to describe activities planned and accomplished, status reports, letters, memoranda, messages, and contact reports.
Qualifications
  • Bachelor's degree with a concentration on Engineering, Logistics, or related field of study. Master's degree a plus.
  • Direct operational experience within US Navy Shipyards
  • 8+ years operating as a functional expert, consulting, implementing, or contributing to U.S. Navy logistics operations.
  • 4+ years of hands-on experience with U.S. Navy shipyard logistics projects/programs
  • Active Secret clearance is required.
  • Demonstrated knowledge, expertise, and relevant experience with fleet maintenance and sustainment support to U.S. Navy
  • Experience and certification in Agile methodologies
  • Experience with complex problem-solving strategies. Able to determine the source of a problem and find effective solution(s) through an in-depth evaluation of factors.
  • Demonstrated experience in working with cross-functional teams; experience with working projects remotely is a plus
  • Strong interpersonal, verbal, presentation and writing skills to successfully interact with colleagues and executive client leadership.
  • Ability to work independently and deliver high quality work under time constraints.
  • Demonstrated superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.
